CONCLUSION The World Weather Watch programme has only been made possible as a result of the introduction of new and improved telecommunications means including long-distance high-speed data links and satellite telecommunications and of the development of numerical weather analysis and forecasting methods through the use of high-speed electronic computers. World Weather Watch has also been made possible by the planning and coordination achieved by WMO and ITU with the active support and participation of all their members.

BOOK REVIEW TELECOMMUNICATIONS

The field of telecommunications has seen major changes ~n recent years since the deregulation of telecommunications brought about by the legislation in 1981 and 1984. This book by Colin Long, Solicitor and Report Correspondent provides businessmen and lawyers with an introduction to : telecommunications law and a history of the development of liberalisation in this country. The author covers the regulatory regime laid down by the 1984 Act which paved the way for BT's privatisation. He continues with a look at the most recent developments within the EC, including the Green Paper on Telecommunications published last year, which proposes the liberalisation of the supply of telecommunications equipment and services. The procedures for obtaining approval of telecoms apparatus are also explained, as are the property and environmental rights and responsibilities of telecommunications operators. Finally, there is examination of the legal issues arising from the deployment of the new technologies: issues such as copyright infringement, satellite broadcasting, customer contracts, criminal liability and computer hacking of telecommunications systems. The book will provide a most useful introduction to telecommunications law and is recommended.
