W i t h regard to the constitution of the Society, the Branch considered that Article 19 (d) of the Articles of Association should be deleted. T h e Branch were also of opinion that the representation of specialist and clinical departmental medical officers on the Council of the Society was inadequate, and should be more commensurate with their numbers. It was agreed that the next meeting of the Branch be held in the Guildhall, Nottingham, on Thursday, March 10th, 1932. -

A meeting of this Branch was held in the Education Offices, Calverley Street, Leeds, on October g0th, 1981, the President occupying the chair. Twenty-three members, t0gether with Captain G. S. Elliston, M . P . (Consultant- Secretary), Mr. G. L. C. Ellistori (Executive Secretary), and Mr. T. N. Grimshaw were present. Apologies for absence were received from Alderman Dr. W a l k e r and seven members. An excellent framed portrait of Dr. J. j. Buchan, Past-President of the Society of Medical Officers of Health, was on exhibition previous to its presentation to the Society, as the gift o# the Yorkshire Branch, following which the portrait will be hung in the Society's house amongst those of other Past-Presidents. Congratulations were extended to Dr. E. K . Macdonald, Medical Officer of Health, Barns, Icy, on his appointment as Medical Officer of Ilealth, Stockport, and regret was expressed at his impending departure from the Branch area. It was :unanimously resolved that the H o n . Secretary convey the hearty congratulations of the Branch on their election as Members of Parliament for the City of "VVakefield and the Co.unty Bo.rough of Blackburn respectively~ to Dr. G. B. Dr. Bates then delivered his presidential address on The General Practitioner and Public H e a l t h , " which will appear in PUBLIC HEALTH in due course. The thanks of the Branch were heartily accorded the President on the proposition .of Dr. W . Bertram Hill. The address was followed by a paper (illustrated by maps, diagrams and photographs) by Dr. Scott, Medical Officer of Health, Shipley. The paper, which created considerable interest, appears in this issue on page 70. Dr. Scott was congratulated by the President, and Drs. Mair, Macdonald and Steven remarked upon forthcoming inquiries in their areas. "
The meeting was preceded by a luncheon in the Hotel Metropole, Leeds, presided over by the President. A number of guests were present, including Mrs. H. T. Bates, Captain G. S. Elliston, M.P., Dr. G. B. Hillman, M.P., Mr. E. H. Middlebrook, Dr. J. ;E. R u s b y , Councillors D . S. Lister, J . p . , Chairman , B. G. Crowther, H. S. Houldsworth, D.SC., J. to present a framed photograph of the President to the Council of the Society to be hung in the meeting room, and he moved that this be done. (2) The Chairman stated that the University of Durham College of Medicine had suspended the courses for the B.Hy. and D.P.H. for the session 1931-1982, and he understood the question was to be considered by the Council of the College at an early date. He thought that this suspension was a retrograde step, and in his opinion there was a real need for the College to recommence the courses. After further discussion it was agreed that a letter be sent to the Registrar of the College of Medicine stating that the Council of the Northern Branch of the Society of Medical Officers of Health is prepared to offer representations to the Council of the College of Medicine advising the continuance of the courses for the B.Hy. and the D.P.H. It was also agreed that the Representative Governors of the Branch (Drs. Hislop and M'Gonigle) raise the matter at the Court of Governors on October 30th, 1931. T h e P r e s i d e n t stated that since this matter had been discussed b y the B r a n c h Council, representations had been m a d e to the Council of the College of Medicine u r g i n g that the courses for the B . H y . and D . P . H . be recommenced as early as possible. It was a g r e e d to leave the question entirely to the B r a n c h Council. O n the s u g g e s t i o n of the C h a i r m a n , D r . J. O. M u r r a y a g r e e d to hold over, until tile next m e e t i n g of tile B r a n c h , his notice of motion, v i z . : That the following resolution be referred to all Branches of the Society of Medical Officers of Health, and to the British Medical Association for their consideration and report :-" That the Ministry of Health be approached by the Society of Medical Officers of Health with a view to an appointments committee being set up for the purpose of rectifying the existing discrepancies in the conditions of service, appointment and remunera tion among the medical personnel employed by local authorities of similar size and performing similar public health functions, and that such an appointments committee, if duly constituted, should be available for consultation by any local authority desiring the services or opinion of such committee." T h e C h a i r m a n s y m p a t h e t i c a l l y referred to the g r e a t loss that D r . James B a n n e r m a n had recently sustained t h r o u g h the death of one of his sons (Dr. I s m a y B a n n e r m a n , of the R o y a l Air F o r c e Medical Service) b y a m o t o r accident. H e also stated that Mrs. J a m e s B a n n e r m a n had been injured in a motor accident a few days. a g o . D r . F r a n k s m o v e d that the [ t o n .
