Abstract We are present the conservation and development of old buildings. Chiang Khan, Loei is the urban residential area has a history. The man migrated from Laos who settled the area along the Mekong River from 100 years ago and expanded into other areas. Chiang Khan now, A residential building of traditional style buildings interspersed with modern shops and old wooden one that is used as a shelter. Brick wood building. Single storey building constructed of concrete. In the concept of conservation vernacular buildings in Chiang Khan is tenacious of the culture. This will promote tourism in the old town. These factors will result in a successful and sustainable. We can show in these guidelines. The first is conservation of building and second to state agencies and institutions that have an understanding of the target. The principle is to inspire people in the community. And the finally, the process of conservation and development must be carried out by people in the community are involved. Near future, the man community has the capacity building and starting a community area for Chai Khong road model. The buildings have conservation and improvement of old buildings, some of Chiang Khan, which can be used to develop a continuous and sustainable.

1. Introduction During the past decade, many traditional communities where residents are encouraged to maintain, restore and preserve the cultural attractions that are well known like Klong Ampawa Community, Samchuk Market Community, Phuket old city. Even in big cities like Chiang Mai, there is an old city like

Wat Ket Karam Community. There are many streets in the community such as Pra Artit street, Banglampoo and the Chinese barrack. Although the restoration of the community will be more that lead to greater awareness but there are many traditional communities that do not have a refresh operation. The decay and so some of it has evolved so far that it destroyed the value of their own cultural heritage. It's hard to get back to the same [1]. Chingkhan is a traditional residential community within the city with the establishment of community history which still maintains its unique culture and tradition as well as the communities along a river. This is a community that reflects the community's relationship with the Mekhong River. There is also a good measure. The community consists of ancient places like Wat Tha Kok, Wat Mahathat, Wat Pa Klang, Wat Pa Tai, Wat Si Khun Muang , Khum Wat Phon Chai and Wat Santiwanaram. Old urban residential area minutes from the past are beginning to set up a community of immigrants from Laos. For over 100 years since the start of the Mekong River will expand into other areas. Chiangkhan is now urban. There is a traditional residential style buildings interspersed with modern shops that used to be the oldest wooden house in a residential area like single-storey buildings, brick-wood building and single-storey building constructed by using concrete which are scattered along the river - a river road, which makes the area an old-style community with a density of buildings and relatively densely populated than other areas. The role of the community are critical of the old city of Chiang Khan is high. In addition, to be a source of cultural tradition and heritage of the city the temples and community centers as a good measure of people's minds, and the city. As well as valuable of the city in an important tourist resource this impressed visitors to the town of Chiangkhan’s unique physical characteristics of the city. It still has the changing lifestyles of the few. The basic problems are as follows. 1. Understanding of the importance of old building. Most of those who see the value it deserve preservation, to be a scholar or expert. Not people in the community. If you do not see the importance of the community, the operation was difficult because of the conservative opposition. 2. Conflict with the law. Buildings in the old town mostly built before the current legislation and are not registered as a monument to preserve it. This causes some conflict with the law and an old wooden building materials have no fire-resistant as required by law. Conflict with the law, this may be the catalyst for the original building was demolished destroyed earlier. 3. Difficult to repair. The buildings in the traditional craftsmanship are built with intricate designs. Aesthetics and materials may not be available in the market, such as roof tiles. As a result, there is no continuity in the maintenance of the building. We also find traditional craftsmen who may die and their successors today. 4. Ownership of the complex. The original old town areas, most of them are privately owned. Some of the state, while many in the care of agencies or organizations. The processes of deciding whether to develop or preserve it are more complex and policy high uncertainty. 5. Lack of the motivation to maintain the old vernacular buildings. Most of the building voluntarily or some of the aid organizations pay attention. But overall the state has not been a system of incentives which were discussed for a long time, such as reducing taxes so that owners can put the money to repair the building, has no fund for repairing or the supply of building materials or skilled workers so as to compliance with the principles. The values of vernacular architecture in Chiangkhan, Cultural values that affect to the community greatly and the importance of conservation and development of old buildings, Chiang Khan, Loei. As mentioned reason, researcher has conducted this research. The old buildings in the current model are to find ways to change the policy and practice as a whole, to promote the cultural attractions and to express the uniqueness of Sakon Nakhon, as ever been in the past. It can be linked to the further province instance. The conservation of ancient and historic city of Kurashiki in Japan in Okayama [3], development of new areas of Songkhla and the old town area of Phuket [4]. In this paper have purpose are a study local buildings in the current vernacular and the guide in conservation and development of old building, Chiangkhan and to promote cultural tourism.

2. Methodology 2.1 Revision history, the evolution and development of old buildings, Chiangkhan. 2.2 The exploration and evaluation of old buildings from 20-100 years ago in the old town using field survey by using 3 types; there are 1) poll 2) digital camera, and 3) a basic map. The building evaluation form 1) general information about the building, 2) a specific characteristics of building, and 3) the status of conservation. 2.3 Poll the residents or occupiers. It is the opinion of the value to the conservation of buildings. Number of respondents was 60 old buildings and 60 participants along Maekhong River. 2.4 Concepts and theories and related research 1) the concept and principles of conservation and development of old town, 2) the importance of the conservation area and historic district sustainability 3) concept to promote old town tourism 4) the principles of tourism sustainability, and 5) the idea of participation of the people. 3. Research Results According to survey results there are (1) town of Commerce and (2) Residential wood. The building is in good condition, only 70 percent and another 10 percent live in conditions that should be repaired and a modern commercial building 20 percent, which are the most common problems that the building was deteriorating over time and lack of maintenance in a condition suitable for use since most residents of the capital improvement.

1. Building a wooden one-storey, Shop is front open, the back room into a residential block. Home will be located parallel to the road. It is building a deep-going way back because of space to build in the past focused on trade. All the wood structure, building a wall to hit the hardwood doors, solid wood bedroom set or Zinc roof. Some of the roof is a double flute. 2. Wooden building shaped 2-storey building as a draw residential building. Home will be located parallel to the road, wider than building a row. Guiding the conservation of old buildings using the principle of conservation of the old city. The concept of cultural tourism and opinions of the people in the community are to raise awareness to the community and cooperation in the conservation of their residential area along with the development of well-being in the right direction and clarity. The four approaches to the conservation of vernacular buildings to promote cultural tourism are as follow; 3.1 To develop a database of vernacular buildings in the old city including improved physical condition and infrastructure of landscape and also the link between the key areas in the old town. 3.2 The establishment of the management and the appointment of a multilateral Comprised of the old city. 3.3 Activities enhance the understanding of the value as well as the development of activities in the past reserved. 3.4 Preparation of the media, tourism development. The Council has supported the preparation of the old town guides, preparation programs. Investment and development an old town to be a new tourist spot. 4. Discussions In the form of the conservation of old buildings, Researchers have designed a plan for a participatory process. The urban community awareness is important. Understand and contribute to the problem of preserving the building and the decision to seek a solution and the conservation of vernacular buildings in the old town to be sustainable. This will affect to the development of tourism in the province. In another

approach, the processes involved with the preparation of plans for conservation of vernacular buildings in the old town. There are two important things; 4.1 Meet and discuss to the community Attendance and discussion are processes of preparation of local and survey data provide a platform for their opinions and needs of the community. The conservation issues is an opportunity for members of the community joined together to think and comment on the future development of their communities. In addition to the working group has been synchronized and corrected. Community members also saw the benefits of participation and lead to sustainable conservation and development in order to show the uniqueness of the city continuously. 4.2 Convention on the conservation of old buildings, Chiangkhan vernacular architecture To promote community awareness, the perception is important. Discuss and participation and each community have to offer exhibition posters. A community problem and propose what the community wants it to be and presentation of concepts from the research. Community participation in urban planning has three main groups. - People who are members of the community in the old town including people of all income levels, various professions upon the exchange of ideas, all of the problems will cause a sympathetic understanding and acceptance of each other. - The agency responsible should be a central government representative, local authorities and private agencies to help and guide local comprehensive plan or any such institution and the private sector, Tambon Administration Organization community - The agency involved recipient or impact agency that provides services such as electricity, water, telephone companies, private enterprises, tourists and transportation agencies in the area. Results for the conservation of old buildings are involved photos of the city. Beginning to understand the importance of preserving old buildings in the old town, understand the purpose of preserving the building and the need to conserve more concretely. The research team also suggests that there are alternative solutions in the conservation of old buildings gained from this research. This research is offered to the community or the city to be accepted which may not meet the needs of real people. This may not be the plan into practice. The community does not understand, not realized and no seriously. The community has a problem that must be resolved urgently and the old town of Chiangkhan in a short period of time. The presented concept of the research is a unique approach to the landscape and the restoration of the old city. Treatment guidelines those are universal that suggested by Sir Bernard Golden (Fielden, 1993) to the Historic Preservation Plan for four reasons. - Integrated conservation. - Control of change. - Infill design. - Administrative actions. Prasong Eim-anant (Eim-anant, 1997) has provided guidelines for the conservation of native communities in the north of Thailand that need to be conserved in the four main things. (1) Conservation of concepts is the concept of modern living in accordance with their traditional way of life. (2) Conservation of styles is the study of models of buildings in the conservation community in detail and saved as evidence. Modification, the addition can be done but must be consistent with the original format. (3) Conservation of craftsmanship.

(4) Conservation of building materials. 4.3 Related researches that have been studied On the approach to the conservation of vernacular buildings in the old town by the cooperation of the community and local agencies are as follow; -Plan for Conservation of old town architecture, restore the physical environment of the old town now, restore a sense of community, collaboration between the communities, awareness and pride in Cultural identity, be strong community of learning and personal development and love of their country. -Plans to provide housing for tourists using a unique, simple, clean life for the home and the physical and cultural traditions, Good relations among neighbours, appointment as a tourist attraction by providing tourist accommodation that reflects the uniqueness and Chaingkhan. - Plans to issue local ordinances regarding the construction of housing and construction should look like a native because it is unique to suit the climate, economic status and way of life to live. - Plans to issue local ordinances controlling the height and layout of the buildings in old town, the buildings to be reconstructed or enhance the original building. If it is set to be a blend with Identity is not obscured views of the city, the landscape of the picturesque old town. Residents were proud of my country and to attract visitors. 5. Conclusion and Suggestions This research has studied the building located at both side of Maekhong River, a distance of 60 kms, which was conducted after the building should be conserved. The modern buildings are built to offer guidance. The result is a unique and original street of the conservation of the old town and the road to cultural tourism. 1. The style of vernacular buildings in the old town, 2 forms the old wooden building, located two buildings for the commercial side of the road is mostly. The format is similar to the old town in the Northeast, but in other provinces of the old town identity that is the condition of the buildings remains in many local. 2. The guidelines for the conservation of vernacular buildings, the concept of conservation, development of the old City of people in the community and the concept of cultural tourism. Suggestions 1. Suggestions about landscaping, spaces between buildings and local in the old town. - Should provide a space for recreation, leisure and outdoor art exhibition, sidewalk art that conveys a history major. The current compliance period or a pedestrian area should not be driving. - Improvement of the area should be beautiful orderly and natural. Do not build buildings that obscured the view. - The telephone cable should be grounded before handling the call and then plant trees to the right place. - To maintain the cleanliness of the area and the area around the old city. 2. The suggestion about using the law and regulations - The conservation of old buildings should be used in the same or similar. Do not use new materials that have a conflict of interest that leads into the lack of historical importance. - Government should consider reducing the tax on residents in the building conservation and improve their lives by the government. - Renovation of the era to come back as a conservation building. 3. Suggestions about traffic, facility Format line with vernacular architecture.

- Organize the pavement, visiting tourists and commercial operators. - Plan should facilitate a standard, such as signs, maps, bathroom - toilet and trash the hotel. - A toilet and public telephone should be in harmony with the area. - Provide adequate lighting at night, a lamp in accordance with the vernacular architecture. 4. Suggestions on how to promote cultural tourism. - Should learn from the old town in other provinces. The historical development as a tourist integration of the area, roaming around the area should be easy to access. - Sale of souvenirs and local food and beverages should be near the parking lot.
