EI)ITORIAL The President-Elect N o m a n has d o n e m o r e to p r o c l a i m the virtues a n d a c h i e v e m e n t s of p r e v e n t i v e m e d i c i n e t h a n D r A n d r e w T o p p i n g a n d it is a m a t t e r for c o n g r a t u l a t i o n to t h e Society t h a t it has picked h i m to he its P r e s i d e n t in the f o r t h c o m i n g session 1952-53. A n o t h e r reason for pleasure at his election is that, as D e a n of the L o n d o n School of H y g i e n e a n d T r o p i c a l Medicine, he is in contact w i t h t h e m a i n source of s u p p l y for recruits to the British P u b l i c H e a l t h Service. Dr. T o p p i n g will be installed b y his predecessor, Dr. W. G. Clark, o n T h u r s d a y , S e p t e m b e r 18th, and will deliver his Presidential A d d r e s s at a m e e t i n g to be held p r o b a b l y at the L o n d o n School of H y g i e n e . T h e A n n u a l D i n n e r will b e h e l d this year on T h u r s d a y , O c t o b e r 23rd, a n d we h o p e t h a t t h e n e w P r e s i d e n t will be well s u p p o r t e d on t h a t occasion also.

o f Health W e c o n g r a t u l a t e M r . Iain Macleod, M.P., on his a p p o i n t m e n t as M i n i s t e r of H e a l t h in succession to M r . C r o o k s h a n k , w h o c o n t i n u e s as L e a d e r of t h e H o u s e of C o m m o n s a n d is a m e m b e r of t h e C a b i n e t , after a b r i e f b u t s t r e n u o u s spell of d o u b l e duty. M r . Macleod, t h o u g h y o u n g as a M e m b e r of P a r l i a m e n t and, we t h i n k , t h e y o u n g e s t m a n , at 38, to he M i n i s t e r of H e a l t h since t h e i n c e p t i o n of t h a t office, has b e e n k n o w n for s o m e t i m e as a serious s t u d e n t o f t w o subjects w i t h n o a p p a r e n t c o n n e c t i o n , Social W e l f a r e a n d Bridge, in the latter of w h i c h he has a t t a i n e d i n t e r n a t i o n a l ranking. O n t h e f o r m e r he, w i t h M r . E n o c h Powell, M.P., a n o t h e r of the y o u n g C o n s e r v a t i v e thinkers, w r o t e an i n t e r e s t i n g study, " T h e Social S e r v i c e s - - N e e d s a n d M e a n s , " to w h i c h o u r P r e s i d e n t paid considerable a t t e n t i o n in his recent address at t h e M a r g a t e H e a l t h Congress. W e feel t h a t if M r . M a c l e o d in his n e w office will r e s p o n d to D r . Clark's lead, the N a t i o n a l H e a l t h Service m a y assume a m o r e p r e v e n t i v e guise, o n w h i c h a s s u m p t i o n we wish the M i n i s t e r a grand-slam hand.

I)EAR BRIG. MACKESON, T h a n k you for letting me see the letter from your constituent, Mr. Dawe, which you sent to me with your letter of February 28th and which I now return herewith. T h e policy of the previous Government in regard to the School Dental Service was set out in paragraph 14 of the Ministry of Education Circular 170, which reads as follows : - " T h e School Dental Service will, in general, be unaffected. T h e duty of the Executive Councils u n d e r Section 40 of the National Health Service Act to make arrangements with dental practitioners for " general dental services " relates only to those persons for whom a dental practitioner undertakes, in accordance with these arrangements, to provide dental treatment and appliances. T h e duty to secure a comprehensive dental service for school children will continue to rest on Local Education Authorities by virtue of Section 48 of the Education Act, 1944, and the maintenance and extension of the School Dental Service will be essential for this purpose. It will be noted that a parallel duty with respect to nursing and expectant mothers and children under five (not attending a maintained school) is placed on Local Health Authorities by Section 22 of the National Health Service Act." This is also the policy of the present Government, and indeed 1 have already made it clear on several occasions that it is the Government's intention to strengthen and develop the School Dental Service. T h e Chancellor of the Exchequer also made this clear in his statement on the economic situation on January 29th. . ~ I hope that this letter will help your constituent to dispel any and despondency that he may encounter in regard to the 8lj~pol Dental Service.
