It is the desire o f America in general, and o f the 35,000 members o f the American Den tal Association in particular, to greet all o f the foreign visitors w ho w ill meet in Phila delphia, Pennsylvania, August 23 to 27, 1926, to attend the Seventh International Dental Congress. It is the hope o f America that the attendance w ill be great. The officers and committees o f the Am eri can Dental Association are cooperating with the committees o f the Congress to make this the greatest dental convention and the most important to humanity during its history. What other time could be more propitious fo r such a Congress? W e wish to call attention to some o f the features o f the Congress to which the Am er ican Dental Association is directly contribut ing. On Friday, August 27, the Congress will be given over to the clinics, at which time
there w ill be staged a w onderful exhibition conducted by men o f outstanding prominence in the various branches o f the profession. T h e entire auditorium w ill be cleared o f seats and w ill be divided into spaces, where every phase o f American dentistry w ill be demon strated. T he American Dental Association is planning a reception fo r the members o f the Congress. A luncheon w ill be tendered the women visiting the Congress, at which the w ife o f the President o f the American Dental Asso ciation w ill act as hostess. T he House o f Delegates o f the American Dental Association w ill hold its first meeting on Saturday, August 21, immediately previous to the opening o f the Congress, and w ill meet also on the f o llo w '-’ g M onday and T uesday. It is especially pleasant to extend greetings and words o f welcome to those interested in Section III, encompassing as it does three subjects that have attracted the attention of the public through the application of the marvelous developments in them to the hap piness of mankind, to the progress of indus try and to the readjustment of education in science. Physics, chemistry and metallurgy as pure sciences are fast becoming part of the work of preparatory schools and colleges, but the application of them has become not only a function of the professional schools but also a part of the duties of every person in any walk of life. A brief glance at the program f o r Section IV w ill convince the reader that the officers o f the Section have enjoyed the hearty cooper
ation o f the most noted men in the field o f operative dentistry. Never has there been a more cordial attitude manifest on the part o f our best writers toward any meeting than that displayed in the present instance in the building o f this program. When the fact is noted that not one refusal to cooperate has been received by the officers o f Section IV, it is an eloquent demonstration o f the spirit which pervades the profession in con nection with the com ing Congress. Even our colleagues from other countries seem only too anxious to aid in any way in advancing the interests o f the Section, and the officers hereby tender their thanks to all who have responded to their appeal. A slight and very desirable change, at a late moment, in the plan o f presenting certain o f the topics has necessitated the addition o f a fe w names which are not included in the present list, but which w ill be added before the official program goes to press. On behalf o f the officers o f the Congress and o f Section V III, I desire to express our grateful appreciation to all o f the essayists, clinicians and discussors who have so freely consented to contribute to the program o f the section, and our esteem fo r the profession at large fo r the opportunity o f presenting a summary o f orthodontic knowledge, and to extend cordial greetings to our colleagues in foreign lands. A t a meeting o f the officers o f the section last September, it was deemed advisable to arrange the program in a man ner which w ould present the present status o f the specialty. T h e reader w ill note that the contributions scheduled f o r each session are closely related and devoted to a central theme. Thus, the practice o f orthodontics is first considered, to be follow ed by reports on
orthodontic education. Then, the etiology and diagnosis o f dental anomalies are dis cussed, after which, office procedures are presented in various ways. Principles o f treatment are follow ed by surgical ortho dontics and, finally, methods o f treatment are discussed in detail. W hile much o f the matter to be presented is o f a specialized nature, its principal purpose is to provide the dentist with a more comprehensive conception o f the problems encountered in orthodontic service. It will be observed from the program that the activities o f every department of Section XI have been covered, and papers and reports on the various divi sions will be given by the leaders o f the profession from abroad and in our own country. The Congress is to be congratulated upon the fact that they will have the oppor tunity of extending a personal greeting to many distinguished colleagues from other countries, who have done pioneer work and rendered outstanding service in mouth hy giene and preventive dentistry. It will be our endeavor to make their stay as enjoyable and pleasant as possible, and have them feel the warmth of our appreciation of their splendid service, covering in many cases a long period of years, under most trying and difficult circumstances. ciation f o r the very valuable cooperation they have received from the leading dental educa tors in this and the many foreign countries that are represented on this exceptionally fine program. The progress o f dental education in this country during the past five years has been most remarkable and inspiring. Dentistry has become more effective in its methods o f pro moting health; more esthetic in its develop ment o f the fine arts; more cultural in its training and in its ability to inspire and develop higher ideals in its students. This development and improvement in dental methods and teaching has been brought about largely by the active work o f the recognized dental schools, and the universities o f which they are a part. T h ey have had the active and able assistance as well as the sympathetic efforts o f the national bodies to whom have been entrusted the dental educational problems. T he deep interest and broad public apprecia tion o f our professional endeavors to stimu late a closer relationship between clinical dentistry and clinical medicine merits at this time our best efforts, to hasten its accomplish ment. No doubt wise counsel and inspiring methods to this end w ill be developed during this Congress and through this assemblage o f the w orld’ s forem ost dentists. T o make den tistry the fu ll health service equivalent o f any other specialty o f medicine is our primary duty. W e feel that a w ord o f appreciation is appropriate and particularly fitting at this time, before this Section on Education, to the Carnegie Foundation fo r the advancement o f teaching and to their special representative, D r. W illiam J. Gies. This stimulus that dental education has received in the epochmaking effort to place dentistry on a plane o f academic and scientific equality with any and all medical specialties has been the great est forw ard step in all dental history. Section X V , on History, Science and Libra ries, makes its initial bow to members o f the Seventh International Dental Congress. W hile these subjects have, o f course, received due consideration at previous meetings, this is the first time they have been so grouped and placed under one section. It seems fitting, perhaps, that this section should appear as the final one in the group o f fifteen, inasmuch as history cannot be recorded until it has actually taken place, nor can libraries assume documentation until works have been written. A study o f our preliminary program w ill show that we have been fortunate in securing what we believe to be a remarkable group o f essayists, as regards, first, their scientific attainments, and second, the cosmopolitan character o f the entire personnel. A t least ten countries are represented, and each has delegated the man believed to be best qualified to present his particular subject. It is with great pleasure and pride that Section X V welcomes to its program the men o f these various countries and we look forw ard with keen anticipation to being the hosts to these notable visitors. Clinicians in every instance have been selected by their respective State Advisory Committee f o r the Seventh International Dental Con gress or by their dental school and w ill be grouped according to states and sections wher ever facilities in the Commercial Museum w ill permit. Each clinic w ill be listed with its location in the Commercial Museum and numbered in a way that the Committee on Local Arrange ments believe w ill enable it to be most easily found. Clinicians are expected, as fa r as possible, 9
to furnish all necessary instruments and equip ment. No one w ill be allow ed to take orders fo r , or to sell, instruments, materials or appliances in the clinic rooms. Immediately on registering fo r the meeting, all clinicians should report fo r instructions at Clinic Headquarters in the Commercial Museum. RULES

STATE CLINICS
The State Advisory Committee fo r the Seventh International Dental Congress in each state has been assigned the responsibility o f making a contribution in the form o f a clinic. T h e rules and detailed information regarding the plans fo r these clinics are as follow s : 1. Each state is to contribute twice as many clinics as it w ill have delegates in the 1926 House o f Delegates o f the American Dental Association.
