The USSR Has Cast 100 of the 108 i/etoes in the U.N. Security Council The United States is the only permanent member of the U.N. Security Council (the other four permanent members are the USSR, Britain, France and Nationalist China) which had not exercised the veto power as of Oct. 15, 1962. The Soviet Union had used the veto loo times. France had exercised the veto four times, and Britain and Nationalist China had used it twice each as of the same date. NO.
