After much work in committee and consideration at meetings of the Branch, a report on the re-organization of public health work in the Metropolis was unanimously adopted, and ordered to be printed and circulated to authorities and individuals concerned. At the outset the Report emphasizes the necessity of the individual remaining under the supervision of one authority only throughout the course of his life in order that the best results from the health point of view may be obtained. Detailed instances of complicated methods of procedure, overlapping, and loss of efficiency in administration generally under existing conditions are given, and the opinion is strongiy expressed their there should be in each Metropolitan Borough a single authority charged with all executive functions in every branch of public health work. This would involve the transfer to Borough Councils of certain functions now entrusted to other bodies. I t is urged also that the duties of the County Council'should be almost exclusively supervisory, and a suggested distribution of functions as between the County Council and the City and Borough Councils is set forth in the report, together with the observations of the Branch on the recommendations of the Special Committee of the London County Council. The Branch also considered a reference on the subject of the constitution .of units for health administration, and a request for an opinion as to the ideal a c r e a g e and population for a sanitary district, and the health staff required for its working. I t was decided that no opinion could be offered at present, and that so f a r ' a s London is concerned the setting up of standards appears impossible. The draft by-laws of the London County Council with regard to houses let in lodgings were fully considered, and it was decided to communicate with the County Council and indicate certain anae:ndments which migh t, with advantage, be made. In view of the fact that the matter was being considered by the Council of the Society it was decided that no action was necessary on the resolution of the North-Western Branch that the medical officer of health should be recognised as the chief administrative and secretarial health officer. The hearty congratulations of the Branch were accorded to Dr. G. Millson, Medical Officer of Health, Southwark~ on his bei~!g appointed an Officer of the Order of the British Empire.

3. Election of new members.--On the proposal of Dr. Pearce, s e c o n d e d by Dr. Gibson , 13 new m e m b e r s were elected to the Branch. 4. P a p e r s w e r e r e a d by D r . 3,Vm. Campbell, City Bacteriologist, and Dr. H. H. W h i t e (Chief Venereal Officer), B r a d f o r d , on " V e n e r e a l Diseases--their Diagnosis and Treatment," and a v e r y full discussion followed in which e v e r y m e m b e r took part. B o t h the r e a d e r s w e r e cordially thanked for t h e i r papers, and it was hoped t h a t the p a p e r s would b e publislaed in full in an e a r l y issue of the J o u r n a l . 5. Consideration of question of the " 1 d e a l Unit" for Health Administration.~This item was a d j o u r n e d until the next meeting, which is called e a r l y in M a r c h at a date selected by the S e c r e t a r y and P r e s i d e n t as being m o s t suitable. T e a was provided and a f t e r w a r d s a visit was paid to the City B a c t e r i o l o g i c a l L a b o r a t o r y and the Adult Clinic w h e r e d e m o n s t r a t i o n s were given.

A Meeting of the above Branch was held at the County Hall, \~%kefield, on Friday, March 2,6th, 1920. The following members were p r e s e n t : - Drs. T. Gibson, A. VC Frsw, J. \~r. Cairns, Hannah Mary Anderson, J. J. Buchan, G. H. Pearce and J. R. Kaye (Hon. Sec.). Apologies for absense were read from Drs. ttolden, Scatterty, Moore, Hilt, Burman, Smith and ~Wiltshire. The Minutes of last meeting were read, confirmed and signed. Correspondence was read from the Scottish Branch objecting to the formation of groups in the Central Society as being detrimental to the best working of the Society, but this Branch disagreed with their conclusion and could not see its way to upset the constitution of the Central Society, and further thought that if the sections or groups were not formed it would lead to their disintegration, and sections would not have a proper chance to discuss their own special subjects. The subject for discussion was " T h e ~deal Unit for Health Administration," which arose on a letter from the Central Council. The Hon. Secretary opened the discussion. He admitted that the Local Health Services were not satisfactory and that the medical officer of health should be constantly engaged in his specific duties. He also quoted a report drawn up in 1907 by Dr. Reginald Farrar of the Lbcal Government Board, when a part of the YVest Riding was mapped out for whole time medical officers of health, but unfortunately n o definite action resulted. Dr. Buchan said he wds surprised that the Central Society asked such a question. D r . Kaye proposed and Dr. Buchan seconded the following resolution, which was carried, and the Hon. Secretary was instructed tO forward it to the Cerltral Society : - " \¥hile admitting that Sanitary Districts require rearrangement and that the abolition of part time service for health administration is necessary, this meeting is of opinion that it is not feasible to set up any population or acreage standard for a sanitary u n i t which wilt be uniformly applicable for City, County Borough, or combined Urban and Rural Areas under'the present forlns of Local Government." Dr. Gibson proposed and Dr. Pearce seconded the following resolution, which was not carried : - -

" That in the opinion of this Branch there is an urgent need for the rearrangement of administrative areas for local government purposes, particularly for purposes of public health, and that this can be achieved by mapping out the whole country into administrative areas sufficiently large and populous to be ~erved by institutions of a satisfactory size and by a public health service of an adequate character but not too large to serve in administration. 2. That the population of such areas should generally not be less than t00,000 or more than 250,000, and i50,000 would probably be an ideal population for the purposes of locaI government. 3. That such administrative areas should be endowed with all the powers at present enjoyed by County Boroughs." It was then agreed to have the next meeting at Scarborough on the 14th May in conjunction with the Central Society of Medical Officers of Health and the Royal Sanitary Institute. THE
