CNMs practice in Nevada under a 1973 Nurse Practice Act, which authorizes regulations for nurse practitioners as a generic group. Nursemidwifery is not mentioned specifically in either the statute or the regulations. Recent changes in April 1986 in the Nevada Regulations for Nurse-Midwives (APNs-Advanced Practitioner of Nursing) include: 1. New applicant educational requirements: The program must be at least 1 academic year and must be accredited (as accepted by the Board of Nursing). If applying on or after June 1, 1988, the applicant must hold a baccalaureate degree in nursing “and be currently certified as an advanced practitioner of nursing in his area of specialty by a national organization recognized by the board. ” If applying on or after January 1, 1995, the applicant must hold a master’s degree in nursing from an accredited school. 2. The supervising medical doctor must be in the same specialty as the APN (ie, OB/GYN for CNMs). 3. Temporary certificates may now be obtained for new graduates. 4. The applicant now appears before a Committee of Review instead of the entire Board of Nursing. The Committee may include as a member one APN certified in the applicant’s specialty. The Committee of Review issues a “Certificate of Recognition” after the applicant meets the Committee’s requirements. The regulations require that the APN must have a signed written agreement with a physician that delineates protocols, a description of

duties, regular consultations, and an emergency service plan. 5. Renewal requirements include: Practice of a minimum of 800 hours in the specialty. Certification by a national organization recognized by the Board by January 1, 1992. 45 hours of continuing education credit directly related to the specialty. 6. Prescriptive privileges requirements include: 1000 hours of practice as an APN prior to the application. No controlled substances may be written. A drug list must be filed with the Board of Pharmacy and the Board of Nursing and is restricted to only the drugs outlined in protocols and appropriate to the specialty. The Board of Medical Examiners in Nevada also have set up regulations on supervising medical doctors who

work with APNs. These regulations require the medical doctor to have planned chart reviews and conduct direct supervision of the APN that should be regularly scheduled at least once per month if not working in the same office as the APN. Lay-midwifey has not been recognized in the state of Nevada.
