The report describes the competitive status of American biotechnology and outlines the goals of Administration policy to support free market development of biotechnology products. It examines three critical policy areas: (i) Support for Science and Technology; (2) Risk-Based Regulation; and (3) Providing Capital and Financial Resources and Protecting Intellectual Property Rights.
