Preliminary areas of concentration on development of methods were appropriate and now allow the program to shift to application of methods. Specifically, new emphasis should be placed on microcosm and field testing, Investigating and analyzing environmental effects, and developing control strategies for containment and mitigation. The Subcommittee was concerned with the limited scope and lack of strategy for the health effects component, while supporting the strategy underlying the engineering component.
