:NEw MEMBERS AND RESIGNATIONS

D u r i n g t h e past session 72 candidates h a v e been elected as Fellows or Associates of the Society: 20 resignations have been received f r o m m e m b e r s on their retirement f r o m active practice or for other reasons, a n d it h a s been f o u n d possible to retain on the register on the basis of fully-paid m e m b e r s h i p (provided for in Article 12) one m e m b e r who h a s subscribed to the Society for 25 years or m o r e a n d who would otherwise have been lost by resignation. T h e Council welcome the revival of the School Medical Service Group w h i c h owing to war conditions a n d evacuations h a d susp e n d e d its activities. It is also a m a t t e r for c o n g r a t u l a t i o n t h a t t h e Association of C o u n t y Medical Officers of H e a l t h have s u g g e s t e d incorporation as a Group of t h e Society s u b j e c t to a n a m e n d m e n t ot t h e Articles of Association to p e r m i t their special relations with a n o t h e r body. P e n d i n g completion of negotiations representatives of the Association h a v e been invited to assist t h e Conncil in m a t t e r s directly affecting county medical officers. DEATHS

T h e Society was m u c h gratified at t h e h o n o u r of k n i g h t h o o d conferred on Sir Allen Daley, a n d great pleasure was also felt at t h e a w a r d of t h e C.B.E. to Drs. W. L. Burgess, G. L i s s a n t Cox a n d C. E. T a n g y e ; t h e O.B.E. to Dr. Jean M. Orkney, a n d t h e M.B.E. to Dr. H e l e n Standring. T h e Society also noted with satisfaction t h e a p p o i n t m e n t of Drs. J. A. Charles, A. Davidson, a n d H. M. C. M a c a u l a y to be H o n o r a r y Physicians to H.M. t h e King. MEETINGS HELD DURING TItE SESSION

A g a i n this year, owing to t h e difficulties of travel a n d other war conditions, it was only possible to h o l d two general m e e t i n g s as follows: N o v e m b e r 26, 1943, installation of Dr. R. H. H. Jolly as President for t h e session I943-44, a n d election of new m e m b e r s ; M a y 5, 1943, election of President for 1944-45 (Professor R. M. F. Picken), a n d election of new m e m b e r s . WORK OF COUNCIL AND COMMITTEES

D u r i n g t h e session t h e r e were h e l d f o u r m e e t i n g s of Council, five of t h e General Purposes C o m m i t t e e a n d one of t h e J o u r n a l Committee. Special committees in reference to the Scale of. Salaries, t h e T r a i n i n g of H e a l t h Visitors, t h e E d u c a t i o n Act, 1944, a n d PostG r a d u a t e H e a l t h Education, etc., m e t on eighteen occasions.

THE RETIRING ])RESIDENT

T h e t h a n k s of the Society are due to Dr. R. H. H. Jolly for h i s u n t i r i n g services as President d u r i n g t h e past session. A t m e e t i n g s of the Council he showed a n i n t i m a t e knowledge of t h e Society's affairs, a n d by good m a n a g e m e n t of t h e proceedings h e secured t h e transaction w i t h o u t u n d u e delay of m u c h business w h i c h a c c u m u lated owing to p o s t p o n e m e n t of m e e t i n g s d u r i n g periods of e n e m y activity. Dr. Jolly presided with distinction at t h e h m c h e o n on M a y 5, 1944, w h e n t h e Society entertained the Rt. Hon. H. U. Willink, K.c., M.P., Minister of H e a l t h arid representatives of national organisations concerned with h e a l t h administration. His year of office will be r e m e m b e r e d as a fitting climax to his prolonged m e m b e r s h i p of the Council. OTHER OFFICERS AND COMh~IITTEE CHAIRMEN

T h i s report would be incomplete without special reference to the officers a n d c h a i r m e n who h a v e borne a large share of the Society's responsibilities d u r i n g t h e p a s t year. Dr. J. A. Charles, as chairm a n of t h e General Purposes Comnfittee, m a d e f r e q u e n t j o u r n e y s f r o m Newcastle for a t t e n d a n c e at m e e t i n g s a n d undei'took m u c h preparatory work w h i c h in n o r m a l times would be t h e d u t y of a full-time secretariat. T h e . Council wish to place on record their appreciation of the o u t s t a n d i n g services rendered b y Dr. Charles as c h a i r m a n d u r i n g t h e past two y e a r s , a n d their regret t h a t his new duties prevent his re-election for a f u r t h e r period. Dr. G. F. B u c h a n h a s n o t only c o n t i n u e d in office as Hon. T r e a s u r e r b u t he h a s been m a i n l y responsible for t h e h e a v y work in connection with t h e Society's policy in regard to tile W h i t e Paper. Professor R. M. F. Picken c o n t i n u e d as c h a i r m a n of the Journal Committee, a n d also undertook to preside over t h e Special C o m m i t t e e on PostG r a d u a t e E d u c a t i o n in Public H e a l t h . By the preparation of" m e m o r a n d a a n d - m i n u t e s for t h a t C o m m i t t e e h e h a s greatly assisted in a s s u r i n g completion of t h e report a n d r e c o m m e n d a t i o n s in t h e n e a r fut*ure. Finally t h a n k s are due to Dr. M a s s e y for h i s active c h a i r m a n s h i p of t h e Salaries C o m m i t t e e , who will shortly be circnlating draft proposals for revision of t h e A s k w i t h Scale for c o n sideration by B r a n c h e s a n d Groups of t h e Society. I~come.--The total i n c o m e of t h e Society for the year h a s been £3,994 15s. 7d. as c o m p a r e d w i t h £3,796 13s. l l d . in the previous year. I n c l u d e d in t h e total i n c o m e is a n i t e m of £2,744 12s. 9d. for subscriptions. T h i s figure h a s been fairly c o n s t a n t for a n u m ber of years a n d it is h i g h l y desirable t h a t every effort s h o u l d be m a d e to increase the n u m b e r of m e m b e r s of t h e Society. Expenditure.--The actual e x p e n d i t u r e for the year h a s been £3,298 19s. as c o m p a r e d with £3,258 IGs. Id. in the previous year. O n e i t e m requires explanation, n a m e l y t h e A u d i t o r s ' Fees a n d A c c o u n t a n c y Charges. T h e r e h a s been no increase in t h e A u d i t o r s ' Fees d u r i n g t h e year, b u t it b e c a m e n e c e s s a r y to ask the A u d i t o r to m a i n t a i n a regular supervision over the accounts on a c c o u n t of t h e c h a n g e s of staff a n d the difficulty in getting a n y o n e expert in t h e keeping of accounts, b o o k - k e e p i n g a n d double entry. ]ournal Account.--It is pleasing to record that the J o u r n a l A c c o u n t w h i c h in the year 1942-43 s h o w e d a deficit of £72 13s. 2d. s h o w s for t h e year 1943-44 an excess of i n c o m e over e x p e n d i t u r e of £30 5s. ld. Balance Sheet.--The m a r k e t value of i n v e s t m e n t s at S e p t e m b e r 30th, 1944, was £10,877 6s. 10d. T h e increase over last y e a r is a c c o u n t e d for b y t h e p u r c h a s e of £1,000 of 3 per cent. Savings B o n d s 1960-70 d u r i n g t h e year. Staff.--I h a v e again to record m y t h a n k s to t h e A c t i n g Executive Secretary, Sir George Elliston,. CO-OPERATION WITH GOVERNMENT I)EPARTMENTS

Several deputations f r o m t h e Society a t t e n d e d at the Ministry of H e a l t h a n d t h e M i n i s t r y of E d u c a t i o n to discuss m a t t e r s in connection with c u r r e n t legislation a n d local, h e a l t h administration. Representatives of the Society s u b m i t t e d evidence aptJroved b y t h e Council to t h e D e p a r t m e n t a l C o m m i t t e e s on Schools a n d Dentistry. Evidence was also given on h o u s i n g s t a n d a r d s before t h e sub-comm i t t e e of t h e Central H o u s i n g Advisory C o m m i t t e e on t h e D e s i g n of Dwellings, a n d there was a conference with r~presentatives of t h e M i n i s t r y of L a b o u r a n d t h e M i n i s t r y of H e a l t h in reference to proposals for a H o m e Helps scheme. T h e Society also accepted t h e invitation of t h e I n t e r - D e p a r t m e n t a l C o m m i t t e e on Rent Control to s u b m i t evidence in t h a t connection.
