of local government areas in England and Wales. The necessity for some such adjustment of areas as between counties and county boroughs is well recognised. From time to time county boroughs desire to extend their boundaries and this is almost invariably a matter of dispute between the county council and the county borough council. Such disputes cause considerable expense to all the local authorities concerned. It may not be possible to abolish all differences of opinion as to areas but certainly much could be done to avoid the large expenditure involved in the settlement of such differences by the provision of better local government areas. l l.--Having regard to the considerable variations in density of population throughout England and Wales, the Council of the Society are of opinion that no hard and fast rule can be laid down as to the population or acreage of an ideal unit. They are, nevertheless, of opinion that generally an area with a population of about 75,00,0 to 100,000 inhabitants under a single authority can be well administered so far as the fundamental public health services are concerned, namely, sanitation, food supervision, and housing; the control of infectious diseases; maternity and child welfare work;

school medical work ; mental deficiency ; tuberculosis work ; the work of district medical officers and vaccination. 12.--The Council are aware that a population of 75,000 to 100,000 will not be able to provide economically every kind of service for ,its exclusive use, but they are of opinion that a unit of this size may be entrusted to administer its public health services although it may join with similar units for purposes of certain institutional and other services, e.g., sanatoria, hospitals, institutions for the mentally defective, or laboratories. For certain cases even national institutions may be necessary. The occurrence of such circumstances, however, does not, in the opinion of the Council, militate against the general principles here laid down. 13.--The Council would like to make it clear that these proposals are put forward with the sole object of securing the best possible local administration of puMic health with the minimum disturbance of existing machinery. The idea permeating the proposals is that the necessary changes in administrative areas and in administration can be gradually brought about without new legislation, provided the reviews of districts are carried out with a comprehensive policy of administration in view.

THE appointment of Dr. James Law Brownlie as Chief Medical Officer of the Department of Health for Scotland, in succession to the late Dr. John Parlane Kinloch, has recently been announced by the Secretary of State for Scotland. Prior to his appointment as a medical officer in the central department, Dr. Brownlie held a number of posts in the public health departments of the City of Glasgow and the County of Lanark.
