A meeting of the West of England Branch of the Society was held at Taunton on July 28th. There were altogether about 150 members and visitors present. Owing to the importance of the subject to be discussed, chief sanitary inspectors, milk inspectors, food inspectors, veterinary surgeons, and others interested were invited from the counties of Gloucester. Somerset, Wiltshire, Hereford, Devon, Cornwall and Dorset. The President, Dr. J. B. Lowe, was in the chair. The minutes of the last meeting were read and confirmed. T h e following officers were elected for the 1943-44 session: President, Dr. W. J. Doyle (absent on war service); Vice-President and Acting-President, Dr. J. F. Davidson, O.B.E., County M . O . H , Somerset; Hon. Secretary and Council Representative, Dr. I. G. Davies, Deputy M.O.H., Bristol; Hon. Treasurer, Dr. J. F. Blackett, M.P.H., Bath; Representative on T.B. Group Committee, Dr. J. S. Harper, T.B. Officer, Wilts (to replace Dr. Ward, who has resigned from the Committee). GOVERNMENT MILK POLICY The meeting was then addressed by Dr. W. A. Lethem of the Ministry of Health, on "The Government Policy in Relation to Milk." H e outlined the general points of the Government White Paper, as follows: Health of Cattle.--Dairy farms and cows to be inspected by veterinary inspectors. Accredited herds to be inspected not less than once a year. The most debatable point here is the transfer of functions from the local authority to the Ministry of Agriculture. Arguments: (a) The housing of cattle is most important. (b) Varying standards between local authorities. Necessity for uniform standard, T h e local authority is still in charge of everything outside the farm--including transport, handling and sate of milk. Production of T.T. Milk.--The bonus on this is increased to 4d. Proposal to increase heat treatment.--The Ministry of Food must be satisfied that an area has sufficient plant to heat-treat milk. They may make " scheduled areas," in which all milk must be heat ~reated. Local authorities will be give n powers to set up heat-treatment plants in their area if there are insufficient, or the dairymen are unable or unwilling to act. T h e plants must produce a phosphatase-negative milk. Heat-treated milk is not synonymous with pasteurised milk. T h e local authority must maintain close contact between medical officer of health and safe milk officer, Ministry of Food. The district veterinary inspector of the Ministry of Agriculture must enforce Milk and Dairies Order and Special Designations Order. Where an area is scheduled he must take frequent samples of raw milk. A large number of speakers put questions, which were answered by Dr. Lethem.
