Jeanette Greenfield's b o o k may be said to have a double function. Its first function is to describe China's current practice and policy in the field of the

law o f the sea a n d - to some e x t e n t - also in the fields of air and environm e n t in general. Th e t r e a t m e n t of the law of the sea relates to the activities of the United Nations initiated by its General Assembly in 1973 and aiming at the creation of a new taw to take the place of the 1958 Geneva conventions on the law o f the sea. Much has been written on the subject during the years after 1973 and m a n y controversies have occurred bot h in the c o m p e t e n t United Nations organs and in the discussions within its m e m b e r States. The book by J ean ette Greenfield is rare because of its very detailed and c o m p e t e n t comparison of the policies discussed within the U.N. and the position towards the r e f or m taken by one of its m e m b e r States with vast interest in th e uses of the oceans. T he b o o k can, t herefore, be described as a national legal s t u d y - let be written by an American s c h o l a r - on China and the oceans. We may hope t ha t similar i m p o r t a n t national studies will appear and together c o m p l e t e a useful set on national political and legal commentaries to the new law of the sea. We shall n o t try to c o m m e n t on the "Chinese f u n c t i o n " of this impressive b o o k , but return to the s t a t e m e n t made above of its " d o u b l e f u n c t i o n " . When or if the U.N. program has been c o m p l e t e d , m a n y books may appear similar to Greenfield's b o o k on Chinese public law and on international law as u n d e r s t o o d in China. But it m a y be in place to state, that e v e r y b o d y engaged in public international law and particularly interested in the current efforts to create a new general international law of the sea has very good reasons to turn to J e a ne t t e Greenfield's book. On October 23--27, 1978, a seminar on offshore mineral resources was held in Orleans, France.
