MARKETS Current and future use of phthalate plasticizers According to participants at the recent ‘Plasticisers 2006’ conference in Brussels, the move away from phthalate plasticizers is happening very slowly. In the five years from 1999 to 2005, the share of the 900 000 tonnes/year European plasticizer market taken by non-phthalate plasticizers has barely changed at 7–8%, according to a PRW.com report. The market share for DEHP has fallen from 42% to 21%, but use of DINP/DIDP has grown over the period from 35% to 60%, according to figures from the European Council for Plasticisers and Intermediates (ECPI). ECPI director Dr David Cadogan believes the market is stabilizing at these levels and it is only in niche applications – such as packaging in food contact, toys and childcare articles – that phthalates have any likelihood of being replaced.

Customers are apparently unhappy with paying higher prices for alternative plasticizer systems when the risk assessments for widely used compounds such as DINP show no danger to consumers, the conference heard. For example, vinyl wallpaper manufacturer Graham & Brown successfully manufactured wallpaper without phthalates, but major DIY stores were not prepared to charge customers the extra 3 per roll it cost to produce, said the company’s technical manager Bill Whyte. However, other delegates sounded a note of caution, particularly regarding the possible effects of the forthcoming EU chemicals safety legislation, Reach. According to Jean-Philippe Montfort, an attorney and partner in the Brussels law offices of Keller and Heckman, the authorization part of the Reach legislation presents a serious risk to the future use of chemicals like phthalates. Chemicals with hazardous properties that meet the authorization criteria for substances of very high concern (SVHC), as defined by Reach, will be listed in a ‘candidate list’ while safety documents are filed. Montfort believes that this candidate list could become a “black list” of chemicals that industry will avoid, effectively removing compounds such as some phthalate plasticizers from the market before they are authorized and forcing the debate on the merits of alternative plasticizers. His view is that the undeclared aim of the authorization process is to ban the use of most SVHCs. Tim Edgar, ECPI deputy director, also warned against complacency saying that, in the future, just being called a plasticizer “will put you in the spotlight”. In related news, California’s House Appropriation Committee has recently rejected – by one vote – a controversial bill to ban the use of phthalate plasticizers and bisphenol-A in plastic baby toys and feeding products made from flexible PVC and polycarbonate, respectively. A similar bill to ban phthalates is also up for debate in Maryland’s state legislature.
