Dr. Speidel, whose appointm ent will be effective M arch 1, was graduated from the C ollege o f Dentistry, State University o f Iow a, with the degree of D .D .S. in 1930. H e received the degree o f master o f science from the university in 1932. H e taught for a time at Iow a and is now professor o f orthodontia in the School o f Dentistry, Indiana U n i­ versity. F or the past four years, Dr. Speidel has been editor o f the Journal of D ental E ducation, published by the Am erican Association o f Dental Schools. T h e establishment o f a federal depart­ m ent o f health with a secretary in the President’s cabinet was proposed in a bill introduced January 11 by R ep. A . L. M iller, Nebraska. This department would be put in charge o f all o f the health ac­ tivities o f the federal government. A departm ent under a secretary o f health, Representative M iller said, would reduce expense and increase efficiency. H e stated that the Federal Security A gency now operates twelve separate health services and that, in addition, twenty other governmental agencies o p ­ erate health programs o f various types.

A bill authorizing the appropriation o f $1,730,000 fo r dental research was introduced into the Senate January 10 by Sen. James E. M urray, M ontana. T h e bill* w ould authorize the expenditure o f one million dollars fo r the construction o f a national institute for dental research as a part o f the National Institute o f Health at Bethesda, M d . T he additional funds authorized would be used to foster dental research by public and private agencies. T h e provisions o f the bill would be administered by the Surgeon General o f the U nited States Public Health Service in consultation with a national dental re­ search advisory council o f six members, fou r o f w hom must be members o f the Am erican D ental Association.
