DENTAL LEGISLATION Text of New Naval Dental Corps Bill Bills to provide “ m ore efficient dental care fo r the personnel o f the U n ited States N av y ” h ave now been introduced into both houses o f Congress. Sen. D avid I. W alsh introduced the Senate bill, S. 715, and R ep . L . M en d el R ivers intro­ duced the H ouse bill, H . R . 2584. T h e text o f the com panion bills follow s: T ext .— A bill to provide m ore efficient dental care for the personnel of the U n ited States N avy. Be it enacted by the Senate and H ouse of Representatives of the U nited States of A m er­ ica in Congress assembled, T h a t w ithin sixty days a fter the enactm ent of this A c t the Bureau of M ed icin e and Surgery shall be reorganized so as to provide for greater in­ tegrity of the dental service in accordance w ith the provisions hereof. Sec. 2. T h e dental functions o f such Bureau shall be defined and prescribed by appropriate directives of such Bureau, and by any necessary regulations of the Secretary of the N a vy, to the end th at the D en tal D ivision of such Bureau shall study, p lan, and direct all m atters com ing w ith in the cognizance of such D ivision, as hereinafter prescribed, and all matters relatin g to dentistry shall be referred to the D en tal D ivision. Sec. 3. (a) T h e D en tal D ivision shall ( r ) establish professional standards and policies for den tal p ra ctice ; (2) con duct inspections and surveys for m aintenance of such stand­ ards; (3) in itiate and recom m end action per­ taining to com plem ents, appointm ents, ad­ vancem ent, training, assignment, and transfer of dental personnel; and (4) serve as the advisory agency for the B ureau of M edicine and Surgery on all m atters relatin g directly to dentistry. (b) T h e D en tal D ivision shall consist of (1) an office of the C h ie f of D ivision, (2) a dental standards branch, (3 ) a dental person­ nel branch, and (4) a dental liaison branch. A n officer of the D en tal Corps o f the N a v y shall be detailed as C h ie f of the D en tal D iv i­ sion. Such officer, w h ile so serving in time

of w ar, shall have the rank, p ay, and allo w ­ ances of a rear adm iral. Sec. 4. T h e S ecretary o f the N avy shall provide by regulations for establishing on ships and on shore stations dental services to be adm inistered u nder the senior dental offi­ cer w ho shall be responsible directly to the com m anding officer of such ship or shore station fo r all professional, technical, and adm inistrative m atters in connection th ere­ with. A ll laws and parts of laws in conflict here­ w ith are hereby repealed.

DENTAL SOCIETIES Recent Dental Laws Passed by State Legislatures T h e follow in g sum m ary o f legislation approved by various state legislatures has been m ad e by the C om m ittee on L egis­ lation o f the A m erican D en tal A ssocia­ tion, G eorge H . F ox, secretary. Arizona .— A n ann u al registration fee of $5 w as established by law and w ill be effective Ju ly 1, 1945. A n oth er law p er­ m its reciprocity w ith other states o f cer­ tificates o f registration in the basic sci­ ences. A n oth er bill enacted provides that 90 per ‘c ent o f all funds received by the state dental board shall be placed in a special fu n d to p ay fo r the adm inistra­ tive expenses of the board. Indiana .— A new la w regulates the p ra c ­ tice o f dental hygiene and vests the reg­ ulation thereof in the state board of dental exam iners. • A pu blic health advisory council has been created to advise the state board of health on the adm inistration of public health. T h e council w ill consist o f from tw enty-five to forty-five members, a p ­ pointed by the governor from lists rec­ om m ended by those state-w ide organiza­ tions whose activities are related to health. T h e pow ers of the council are advisory only. Nevada .— T h e expiration date o f tem ­ porary dental licenses has been extended to June 30, 1947. New Y ork .— A new law provides that
