Foreword: Equal Access to Housing
Since its inception, the United Nations has placed emphasis upon the role that adequate and healthy shelter can play in improving the lives of people throughout the world. When the Universal Declaration of Human Rights was published in 1948, housing was included as one of the basic human rights through its inclusion in Article 25. With the agreement of the Millennium Development Goals, a specific goal was included to improve the lives of slum dwellers in Goal 7 Target 11. Housing is central to the work of the United Nations Human Settlements Programme, UN-HABITAT. I am, therefore, pleased to endorse the efforts of Habitat International to highlight the role of housing in this special issue of the journal to commemorate the Fifth World Urban Forum which is being held in Rio de Janeiro in March 2010. The special issue picks up the WUF dialogue theme ‘Equal Access to Shelter’’, highlighting the role of self-help in meeting the needs of the poor in housing provision. The papers included in the issue explore the concept's potential, providing an analysis of the key points that must be

included in a successful policy to facilitate shelter development in the developing world. The journal, Habitat International, has a long history of association with UN-Habitat, having been established at the UN Habitat Conference in Vancouver in 1976. Since then it has provided a venue for academics and development practitioners to debate the crucial issues that are central to human settlements development. This special issue on self-help in housing provides a wealth of background information on this topic which will be useful over the coming years in defining how best to solve the world's housing problems and thereby improve the quality of life for millions of people.
