To speed publication and reduce the number of approved manuscripts waiting to be published, Volume 66 of the Journal of Dairy Science increased to 2582 pages for 349 technical reports (Table 1). That increase of 264 pages from 23 more reports (21 research) added to increases of 222 pages for 549 abstracts and 274 pages for Association activities, journal administration, News and Events, and Student Articular to bring total pages to 3078. Volume 66 was 276 pages larger than the anniversary Volume 64 of 1981. Results of these efforts were a trend toward shorter time from receipt of manuscripts to publication and stress on Journal finances. The decrease of 43 days average time to publication (Table 2) is only a fraction of what must be done for the Journal to do its task effectively. Larger fees for membership, subscriptions, and publication are to alleviate the financial stress. Questions are whether and how these charges should be apportioned for benefits to readers, authors, and institutions. Customarily the procedure has been to set member fees and then to cover remaining costs by page and reprint charges, always with an eye toward minimum costs for quality publication. Editorial policy of the Journal of Dairy Science is for Editors and Editorial Board to serve as "authors' editors" rather than primarily as judges in the review process. Originality, clarity, completeness, interpretation, and importance are judged, but from the view of how each report could be most informative, useful, and interesting to the reader. Reviewers voluntarily extend their efforts incredibly to alert authors to consider alternatives. Misunderstanding of our review process by some authors leads them to receive suggestions as commands or as attacks on capabilities, motives, or integrities. More frequent is the gratitude of authors for help in clarifying, supplementing an overlooked deficiency, removing distraction, or correcting a criticial discrepancy. The service provided by our review policy sometimes is misused by authors submitting
manuscripts without review or using our liberal "authors' editing" to prepare a manuscript for another publication. Patience is limited with these authors and we try to balance our help by not doing what the authors should do themselves. Another misuse of our review policy is by administrators who, for professional evaluations, weigh more heavily publications in journals with larger rates of rejection (less opportunity to publish, hence, more quality). Rejection can be set at any frequency by changing policy from helpful service to judgment. Leaving the Editorial Board after the allowable 6 consecutive years of service are F. R. Allaire, C. L. Davis, D. W. Kellogg, and M. W. Neathery. Davis merits special recognition for terms 1971 to 1976 and 1978 to 1983 during which he reviewed 202 new manuscripts and 47 revised manuscripts. Also leaving the board after one term are F. L. Schanbacher, L. R. Shull, and R. J. Lowrie. We are grateful for the help of these reviewers. The Journal depends for its publication on C. A.
