7.1. NEW DIRECTOR GENERAL OF ESA”’

At its meeting in Paris on 14 February 1990, the ESA Council, under the chairmanship of Dr H. Grage (Denmark), unanimously voted the appointment of Mr Jean-Marie Luton to the post of Director General, for the period 1 October 1990 to 30 September 1994, in succession to Professor Reimar Lust. Mr Luton is French and is at present Director General of the French National Centre for Space Studies, the CNES. A graduate of the Ecole Polytechnique, Mr Luton was engaged in research in external geophysics at the French National Centre for Scientific Research, the CNRS, from 1964 to 1971. From 1971 to 1973, he was seconded to the Ministry of Industrial and Scientific Development and was active in formulating France’s space policy. Mr Luton took part in the negotiations that led to the setting up of the European Space Agency (ESA). He joined the CNES in 1974 and is the CNES representative on the Arianespace Board of Directors. In May 1987, he joined Aerospatiale and became Director of Space Programmes in the Department of Space and Strategic Systems. Mr Luton is currently a French delegate to the ESA Council; he was also Chairman of the Administrative and Finance Committee from 1 July 1984 to 30 June 1987. He will take up his duties in ESA on 1 October 1990.

7.2. NEW SECRETARYGENERAL OF lTU’*’

Dr Pekka Tarjanne, of Finland, took office on 1 November 1989 as Secretary-General of the International Telecommunications Union (ITU). He was elected to the post by the ITU Plenipotentiary Conference earlier this year. Dr Tarjanne succeeds Mr R. E. Butler, of Australia, who served the Union for the last 21 years.
