The 18th Ceremony for the Award for Chinese Outstanding Patented Invention & Industrial Design On December 26, 2016, the 18th Ceremony for the Award for Chinese Outstanding Patented Invention & Industrial Design was held in Beijing by World Intellectual Property Organization (WIPO) and State Intellectual Property Office (SIPO). The ceremony for the Award for Chinese Outstanding Patented Invention & Industrial Design began in 1989. 18 sessions have been successfully held so far. 1152 outstanding patent programs which were more than ever of these were recommended to be voted in this session. A total of 20 inventions, utility model patents were awarded as Chinese patent gold award, while five industry design patents was awarded as Chinese design gold award. Besides, 568 inventions, utility model patents won Chinese patent award of excellence, and 65 design patents won Chinese design award of excellence. The SIPO further expanded the participation of experts in the field of technology and management in order to do a good job in this patent award. This session was supported by WIPO, the relevant state ministries and commissions, the local intellectual property office, the trade association, and the academicians from Chinese Academy of Sciences and the Chinese Academy of Engineering. Meanwhile, SIPO strengthened the evaluation of patent quality, protection effect, application efficiency and management level, which made the guidance of selection clearer, the selection process more standardized and the result of the evaluation more credible. http://www.sipo.gov.cn/zscqgz/2016/201612/t20161228_ 1307325.html The 2016 Patent Analysis and Warning Programs of SIPO Completed The patent analysis and warning programs of State Intellectual Property Office (SIPO) in 2016 were completed by Intellectual Property Development Research Center (IPDRC) of SIPO. The programs were launched in June 2016. The review meeting of programs was held in December 2016. The 2016 patent analysis and warning programs involved in six themes included nuclear power, intelligent vehicle, 5G communication, operating system, service robot and memory. Ten patent analysis and warning programs were held around six themes. At the review meeting, the program leaders introduced the development of program and the related achievements, respectively. patent standards and alliances construction, the industrialecological integration, suggestions of patent risks, and innovative research methods were also reported. The leaders and experts of SIPO who attended the review meeting affirmed the achievements made by IPDRC. They thought that the programs designed closely around the key issues and urgent needs of industrial development. Meanwhile, the programs clarified the patent competition situation of the frontier technologies and key technologies, which had important reference value to the development of related industries in China. The experts hoped that IPDRC could continue to track the relevant research programs and reveal research results in time to give full play to their application values, which made better services for the development of related industries. In 2008, SIPO launched patent analysis and early warning programs for key areas of technologies, which were implemented by IPDRC. Over the past 9 years, nearly 100 patent analysis and early warning programs have been launched. Great achievements which were around the key areas of technologies, strategic emerging industries, key national projects and important economic activities obtained remarkable application values and social benefits. http://www.sipo.gov.cn/zscqgz/2016/201612/t20161228_ 1307328.html http://ip.people.com.cn/n1/2016/0606/c136655-28413792.html IP5 PPH extended for another three years The European Patent Office, Japan Patent Office, Korean Intellectual Property Office, United States Patent and Trademark Office and the State Intellectual Property Office of P.R.China which are called as IP5 extended their IP5 Patent Prosecution Highway(IP5 PPH) pilot program for another three years since January 6, 2017. The head of IP5 reached a consensus to launch IP5 PPH pilot program at the Geneva conference in 2013. The three-year pilot program started in January 2014 and suspended on January 5, 2017. If any one of IPS5 recognizes a patent application can be granted a patent right and the patent application matches other process conditions, the patent applicant can require other four IP offices to accelerate the relevant patent application examination with the help of IP5 PPH pilot program. The requirement can be based on the examination results of PCT applications or domestic applications made by any one of IP5. Each of IP5 can make full use of others' examination results for its own examination. IP5 PPH pilot program is of great significance to further improve the timeliness and quality of patent examination of IP5. it is crucial for the sustainable development of IP5 cooperation. Issued by the State Council, the plan specifies the goals and major tasks for the development of intellectual property during the 13th Five-Year Plan (2016e2020), and proposes measures for the work. By 2020, significant achievement should be made in main fields and key points of intellectual property reform; a batch of provinces and cities with strong intellectual property capability should be established; intellectual property right protection environment should be significantly optimized; the society should take full advantage of the exploitation of IP; comprehensive abilities in intellectual property should be enhanced greatly, says the plan. This is the very first time that an Intellectual Property Plan is included in the national key special planning The plan puts forward seven major tasks for the development of intellectual property, such as improving the legal system for intellectual property rights, strengthening protection of intellectual property rights, improving quality and benefits, promoting industrial upgrading, and promoting international cooperation and exchanges. The plan also specifies nine major projects, which are intellectual property laws perfection, intellectual property protection, patent quality improvement, enterprises with strong intellectual property capability, intellectual property assessment,overseas intellectual property protection, intellectual property investment and financing, intellectual property public service platforms, and intellectual property cultural development, respectively. http://www.gov.cn/zhengce/content/2017-01/13/content_ 5159483.htm http://www.gov.cn/xinwen/2017-01/13/content_5159586.htm Ji-Qiang Shi Chengdu Documentation and Information Center, Chinese Academy of Sciences China to Start Intellectual Property Rights Pilot Reform The central government has decided to implement measures to improve intellectual property rights management and promote the nation's capacity for innovation, according to a guideline on a oneyear pilot reform, which was released by the State Council on December 30, 2016. The pilot reform is based on the overall planning of national innovation-driven development and the key regional development strategy, along with local IP capability and demand for intellectual property rights management reform. The pilot reform will be carried out in regions that have been pioneers in intellectual property rights applications and enforcement, including patents, trademarks and copyrights, and have made enormous achievements in innovation, or have national innovation demonstration zones. The certain regions will be selected by departments including the State Intellectual Property Office, the State Administration for

Industry and Commerce and the State Administration of Press, Publication, Radio, Film and Television. The second is to implement the intellectual property improvement project, improve the capability of technology supply; to improve the quality of patent application, patent agency, and patent examination. The third is to strengthen IPR protection, build a big protection pattern; to strengthen intellectual property law enforcement; to highlight the key protecting element; to construct a fast synergistic protection system. The fourth is to promote the exploitation of IP, accelerate economic development; to establish an intellectual property operation system; to promote financial service for innovation and intellectual property rights; to carry out patent navigation and better service innovation and entrepreneurship. The fifth is to deepen international IP cooperation, better service opening-door policy; to service the Belt and Road construction; to implement the Belt and Road IP cooperation initiative; to deepen IP cooperation in this region.
