First China Patent Information Annual Conference The first China Patent Information Annual Conference (PIAC China) was held in September 2010. This conference was sponsored by State Intellectual Property Office of P.R. China (SIPO) and Intellectual Property Right Press in order to accelerate the effective access and utilization of patent information and to provide exchange service of patent information for enterprises. Attendance of the conference was approximately 300 and there was also an exhibition of international patent information products and services. The topic of PIAC China this year was ‘‘the utilization of patent information in relation to enterprise innovation”. Government IRP departments, patent information service agencies and patent information users throughout the world gave theme speeches to deeply discuss sub-topics such as how to use patent information to promote enterprise scientific innovation. Attendees were from the following organizations: Government IRP departments and correlated patent information service agencies at different levels in China and from abroad. Directors, R&D divisions, Intellectual Property Operations and intelligence departments of major enterprises from China and abroad. Information management and research departments of intellectual property from universities, research institutes and intelligence service agencies. Patent service agencies and intellectual property Legal Advisory Service agencies. The Amount of Invention Patent Applications in China Maintained a Fast Growth in 2009 In the year 2009, the amount of domestic invention patent applications had increased 17.7%, taking up 72.8% of invention patent applications. Compared with last year, the proportion of domestic invention patent applications had increased 5.7%, while foreign invention patent applications in China had a 10.3% negative growth. In 2009 the amount of granted invention patents had increased 37.1% compared with 2008. Hereinto the amount of domestic granted invention patents had risen 40.4%, while the domestic granted invention patents took up 50.9% of all granted invention patents and this percentage had risen 1.2%. of domestic granted invention patents to surpass foreign ones since 1990s. The most active innovations are from technical fields of telecom, fundamental communication procedure, computer technology management, measuring instruments, engines and so on. The quantity of domestic valid invention patents increased 41.1% compare to 2008, taking up 41.1% of total valid invention patent. The gap between domestic and overseas valid invention patent had narrowed to 17.8% in 2009 from 24.4% in 2008. Also, the numbers of domestic valid invention patents had surpassed foreign ones in 11 technical fields compared with 2008’s 9 fields. According to the growing speed of invention patent applications, seven provinces out of the top eight were from middle and west area. Hereinto, Chongqing and Anhui had each risen 92.5% and 63.6% in 2009 compared with 2008. Besides, the amount of invention patent applications of Sichuan, Shanxi and Guizhou all had an increment speed of more than 50%. Introduction of the Program of State Patent Technology Exhibition and Trading Platform[1] The program of the national patent technology exhibition and trading platform was released and implemented by State Intellectual Property Office of P.R. China (SIPO) in February 2006. Through the program 18 units were confirmed as the first ‘‘national patent technology exhibition and trading center” units in September 2006, then in May 2008 the second group of 14 units were confirmed too. Till now, there have been 43 centers, distributed in 27 provinces and regions in P.R. China. Target: The overall target of the platform program is that we will select some qualified cities and support them to develop into regional patent exhibition and trading centers, according to the overall goals of the national patent industrialization project, during the ‘‘eleventh five-year plan” period or longer time; We should construct and develop a service system for the national patent technology exhibition and trading with good faith and low cost, and then form a network platform for the exhibition and trading with high reputation and credibility. Content of construction: The platform is constituted by the centers of patent technology exhibition and trading (Hereinafter referred to as ‘‘the centers”) in

various provinces. The centers operate independently and support each other in business. At the right time, SIPO will organize and direct the centers to establish an effective national cooperation mechanism so as to carry out the joint activities among all centers, construct an integrated national patent technology exhibition and trading center network, and then form a credible large platform which services the national patent technology exhibition and trading. To organize the patent technology and products display, trade, marking on-site or on-line; to organize the patent or IPR consultation or survey activities. To carry out daily patent broking so as to promote the connection between patent technology and capital; to provide patent information and patent consulting service for enterprises, public institutions and inventors to stimulate the connection between creation and innovation activities and market by choosing right innovative directions and paths. To publicize the laws, regulations and knowledge related to IPR; to host training activities about patent broking, patent market management and IPR knowledge; to launch the training and exchanging activities between patent broker engineers and patent inventors. To carry out IPR investment, financing, assessment, evaluation, counseling and other services around the patented technology trade; to provide services such as patent exploiting contract recording, and patent advertisement certification, etc., according to relevant provisions and requirements, To carry out works such as statistics, research and consultation about the patent technology market. To commit other patent and activities related to IPR authorized from government IPR departments or other relevant departments. To promote the regulation and exchange within the system.
Current situation: In order to improve the program of the national patent technology exhibition and trading platform and promote the construction and development of all those centers, SIPO has taken measures as follows: (i) In June 2009, the progress reporting system of the national patent technology exhibition and trading platform[2] was established. According to plan of the system, regional intellectual property bureaus where centers are located shall report on the work progress of the center to SIPO regularly, and meanwhile, urge local center to submit patent information and activity reports to SIPO quarterly. (ii) In April 2010, examination and certification of the national patent technology exhibition and trading centers were carried out by SIPO. Those centers, which were not qualified, should be consigned to regional intellectual property bureau provisionally and given the chance of 2-year reformation. (iii) In May 2010, the first Business Communicating Meeting of National Patent Technology Exhibition & Trading Center was held in Fuzhou, Fujian Province[4]. The meeting was undertaken by Fujian National Patent Technology Exhibition and Trading Center. 38 of 43 centers participated in the meeting. A mechanism of close business exchange and cooperation within the centers of Wuhan, Shenzhen, Dongguan, Ningbo, and Hainan as well as China Technology Exchange were advocated during the meeting period. Liu Didi Graduate Student, Chengdu Library of Chinese Academy of Sciences 4. Provincial Intellectual Property Offices Energetically Hold Patent Training Classes In P.R. China, Guangdong Province is a major PCT international patent application province. In 2009, the number of PCT applications from Guangdong province was 4418, accounting for 55.2% of the total applications in P.R. China, and it had been topped the list for 8 years. In order to further promote organizations in Guangdong province, such as patent agencies and enterprises, to master PCT-related knowledge and skills, Guangdong PCT Training Class emerged, which was sponsored by State Intellectual Property Office of P.R. China (SIPO) and China Intellectual Property Training Center (CIPTC), undertaken by Guangdong Intellectual Property Office, and co-organized by Guangdong Patent Agency Association. The PCT Training Class was held in Guangzhou and 124 persons participated in this training class, most of who were practitioners of patent agencies, patent affiliated agencies, and patent offices in Guangdong Province. Other provincial intellectual property offices also energetically hold patent training classes. For instance, Enterprises Patent Analysis & Early-Warning Training Class was held in Chengdu, Sichuan Province, from May 20th to 21st, 2010, by Sichuan Intellectual Property Office and Intellectual Property Right Press, so as to further emphasize to enterprises the importance of patent information utilization in market competition and technological innovation. 140 students from closely 100 IPR model and preponderant enterprises in Sichuan province participated in this training. 5. 2010 China International Patent Technology and Product Fair 2010 China International Patent Technology and Product Fair was held in August 2010, in Dalian, Liaoning Province, by State Intellectual Property Office of P.R. China (SIPO), China Council for the Promotion of International Trade (CCPIT), and People Government of Liaoning Province, so as to vigorously implement the IPR strategy, promote the transformation of economic development mode, and impel the commercialization and industrialization of patent technologies, and support the development of high and new technologies and products with independent IPR in China. During this fair, IPR related topic forum and discussing meeting were also held.

This fair was the 7th fair. The six previous occasions have attracted pavilions from over 10 countries and regions, like America, Germany, Italy, Russia, Japan, South Korea, North Korea, China Taiwan, Hong Kong, and Macao, etc, as well as domestic provinces and cities. Totally more than 10 thousand manufacturers and more than 60 thousand patent projects were exhibited. About 600,000 person-time participated in these fairs. The topic of this fair was ‘‘new energy, new light source and new life”, highlighting the concept of green innovation, energy saving & environmental protection, and harmonious development. This fair on the one side focused on the exhibition and trade of patent technologies and innovative achievements in all fields, on the other side especially emphasized the exchange and partnering in
