Converse and Rusk offered an institutional and Walter Dean Burnham a behavioural explanation o f the decline in turnout in the northern United States around the turn of the century. Election statistics lend some support to both explanations but neither stand up well when confronted with detailed voting data and newspaper material. An alternative explanation which combines the institutional and the behavioural approaches is offered. This article looks at the losses and gains made by the various Belgian political parties within the three socio-economic regions: Flanders, Wallonia and Brussels. Goffart raises the question as to whether the success o f the right-wing Liberal parties (PVV-PRL) and the heavy defeat sustained by the centre-placed Social-Christian parties (CVP-PSC) represents a step towards political bipolarization in Belgium. This article investigates the election results in the constituencies created for the European Parliament election in 1979. It is argued that in the European election, part o f the swing to the Conservative Party was due to the failure o f the Labour Party to mobilize its supporters to vote. This is an analysis of the candidates put forward by the main political parties, comparing the 1978 and 1981 parliamentary elections. There was relatively little renewal of candidates during this period; at both elections all parties sought to ensure that they were solidly established at local level and all of them found it difficult to nominate a larger proportion of female candidates.
