APNs Score Victory in Budget Deal The 1997 balanced budget package, signed into law by President Clinton in August 1997, contains a provision that expands Medicare payments to Nurse Practitioners (NPs) and Clinical Nurse Specialists (CNSs) in urban areas. This reimburse~ ment has been provided to NPs and CNSs in rural areas since 1989. With the signing of this bill, effective Jan. 1, 1998, NPs and CNSs will be paid directly for services provided to Medicare patients in urban areas in collaboration with physicians.

NCSBN Endorses Model of Nursing Regulation The Delegate Assembly of the National Council of State Boards of Nursing took an important step in the advancement of nursing regulation at the 1997 Annual Meeting held in Chicago on August 19-23. Delegates unanimously adopted the following recommendation: "That the National Council of State Boards of Nursing endorses a mutual recognition model of nursing regulation and authorizes the Board of Directors to develop strategies for implementation to be adopted by the Delegate Assembly.'! The National Council is now one step closer to developing a model for mutual recognition of nursing regulation. Under this concept, boards of nursing agree to work toward an interstate compact, under which nurses would hold a license in one state and be able to practice in any state, provided they follow the laws and regulations of the state in which they practice. More information about the mutual recognition model of nursing regulation and the activities of the Council's Multistate Regulation Task Force can be found on the National Council's web site at http://www.ncsbn.org.

In M e m o r i a m Edna Fritz, PhD, RN, emeritus dean, The Ohio State University College of Nursing, died August 20, 1997, in Palm Desert, California. Dr. Fritz received her master's degree and doctorate from Columbia University Teachers College. She assumed the directorship of Ohio State's program in 1974, and succeeded in the implementation of a new baccalaureate program and an integrated master of science program and the establishment of the Center for Nursing Research. In 1983, independent college status was attained under her leadership. She retired from Ohio State later that year.

NAMES IN THE NEWS RESOURCES • Helen Grace, PhD, RN, FAAN, is Chairperson of the Board of Governs, National Council for International Health (NCIH). She recently presided at an international symposium on globalization of health care services, new information technology, and trends toward privatization of health care and managed care in developing and developed countries. She also described restructuring at NCIH and an initiative to link domestic and international health issues. She is responsible for leadership of the nursing services division of hospital operations, which includes all hospital nursing units in Rush's 744-bed medicaI center complex. • Sharon J. Coulter, chairman of the Division of Patient Care Operations for the Cleveland Clinic Foundatior~, will become the vice president for Patient Care Services at VfaHealth. In her new role, Coulter will have system-wide responsibility for developing and coordinating patient care services across ViaHealth's continuum of services. • Paula Hindle has been named vice president for patient care services and chief nurse executive at Loyola University Medical Center, Maywood, Ill. Hindle will oversee management of human, financial, material, and information resources for all patient care service lines at the medical center. • Dr. Zane Robinson Wolf, director of La Salle University's Master of Science in Nursing Program, has been named dean of the University's School of Nursing. Dr. Wolf is a founding faculty member of the School of Nursing at La Salle and started the Master of Science in Nursing Program in 1988. She is also president-elect of the Pennsylvania League of Nursing. • Dr. Katherine Kinsey recently received the Independence Foundation Endowed Chair for Nursing Education in ceremonies at La Salle University, where she serves as an associate professor in the School of Nursing and director of the University's Neighborhood Nursing Center. • The American Organization of Nurse Executives (AONE) has awarded its Nurse Executive Leadership Award to Duane D. Walker, Vice President of Patient Services and Chief Nursing Officer at the Queen's Medical Center in Honolulu. The award honors a nurse executive who has demonstrated creative and contemporary leadership, promoted the growth of sound nursing practices, and contributed to the long-term development of the nursing profession.

Directory of International Grants and Fellowships A new Directory of International Grants and Fellowships in the Health Sciences has been published by the Fogarty International Center (FIC) at NIH (NIH publication 97-3027). For example, the Fellowship Program allows U.S. scientists to conduct research in several other countries for up to 24 months. King International Nursing Group Formed Oakland University's School of Nursing is serving as the headquarters for a new group, the King International Nursing Group, focusing on the work of nursing theorist Imogene M. Latino Health Beliefs, Practices "Nuestra Cultura, Nuestra Salud: A Handbook on Latin American Health Beliefs and Practices," is available from Centro San Bonifacio in Chicago.
