The first quarter of the book gives some estimates of the supply and demand position of gas in different countries. It is perhaps desirable to have some estimates of gas supply and demand in a book of this type. Unfortunately, the authors fall foul of their criticisms of other market analyses, ie that published forecasts fail to provide sufficient details of the assumptions used in the models. To give a detailed description of each market is perhaps impossible in the space provided; however, some more discussion of the merits of different fuels (for example gas versus electricity for residential heating) would have been valuable. The most interesting and larger part of the book is a discussion of gas contracts and the development of the gas industry in each country. The authors begin with a general discus-

analysis
of the
gas
markets
sion of the role of transmission comthe meaning of gas import/ panies, export contracts, and the relationship between governments and transmission companies. It is necessary to understand the special features of the gas industry before the history of its development can be understood. This section provides a concise introduction to the main theoretical issues, although the authors could have drawn more heavily on the literature of the US gas industry and of mineral contracts between sovereign states. This theoretical introduction is followed by a discussion on each country. There is a chapter on the gas importing countries of FR Germany and Italy; a separate chapter on the UK and the Netherlands; and a chapter on the gas exporting countries of the Soviet Union, Algeria, and Norway. This last section gives a thorough discussion of the political economy of the gas industry in each of these countries. For each country there is a brief history of gas development, a description of the organization of the petroleum and gas sector, and a discussion of the organization of gas exports. The in

with the entrance of Norway into the gas exporting game. The completion of the Zeepipe to Belgium will allow Norway to by-pass Rurhgas pipelines in its sales to Belgium, France and other countries. This will again dramatically change the European gas map. Coming as the authors do from a Norwegian Institute I would have liked to see slightly more emphasis on some of these issues. Consequently, a lengthier overview chapter to conclude the book would have been an additional benefit. Aside from some reservations on organization, it must be emphasized that this book gives a good review of the politics and history of the gas industry in Europe. It would have been improved with more diagrams, and some of those included could have been of better quality. The book’s strengths come not from its theoretical analysis or in the quantitative market forecasts presented, but in the discussion of what has happened, when, and why. It certainly has a place as a reference on the bookshelf of those interested in this important fuel. come
