SANITARY INSTITUTE.--EXAMINATION FOR THE CERTIFICATE OF COMPETENCY FOR INSPECTOR OF NUISANCES. THE examination was h e l d on the 4th a n d 5th o f D e c e m b e r , and was pa:tly written and partly oral. O u t of 95 candidates presenting themselves, only 5 , passed. It is stated that, on t h e whole, there was a distinctly higher standard with regard to the general education and the social position o f the candidates. It is also to be noted that for the first time a lady presented herself for examination, and has been successful. T h e following are the questions put in the written examination : - I. What is a "closing order," and how and in what circumstances obtained ?-(a) In the country ? (b) In the metropolis ? ~. What are the provisions of the Model By-laws of the Local Government Board, with reference to Drainage of Houses and the Removal and Disposal of Refuse ? Illustrate the former by Sketches. 3- What is the definition of a Nuisance ? Give instances. 4. To what point's would you direct your attention in inspecting the following Trades ? Brick burning. Gut scraping. Glue making. The Manufacture of Manure. 5. What are the most common causes of the Pollution of Water in Wells, Water-butts, and in Cisterns inside Houses ? What steps would you take to prevent Pollution in each case ? 6. Wh~t are the signs apparent to the naked eye of tubercle in the carcasses of Animals ? Where would you look for them ? 7. What is the number of cubic feet of space per head that is required in a dormitory of a common Lodging House ? What should be the length of such a dormitory for 25 adults where the height is to feet and the width I6 feet ? 8. What sanitary delects would you look for in inspecting a House where there had been a case of Diphtheria ? 9. If appointed in an urban, or rural, district as Inspector of Nuisances, state what you consider would be your duties. Io. Bad smells being found to emanate from a room containing a Water.closet and a Bath, how would you proceed to investigate the cause ? T h e reports, the titles of which h e a d this article, are the evident and tangible signs of a great change taking place in Sanitary G o v e r n m e n t , which will e n d probably in the almost c o m p l e t e a u t o n o m y o f each county so far as L o c a l G o v e r n m e n t is concerned. It is highly creditable to t h e industry o f the four medical officers of health that they have been able to collect the reports o f so m a n y districts and present t h e m as a whole in so brief a space of time. T h e r e has already b e e n considerable discussion at the Brighton Conference, and also at the Society of Medical Officers of H e a l t h , as to the proper arrangement of the subject matter. O f county reports this indeed is still u n d e r the consideration • To the above four reports, the excellent summary issued by Dr. Reid for the County of Stafford would have been added, but for the fact that its general arrangement and scope has been already noticed in these pages.
