PUBLIC H E A L T H . SPECIAL COUNCIL MEETING.
A Special M e e t i n g of the Council was held at the :House of the Society on M o n d a y , October 29th, 1923, when in the u n a v o i d a b l e absencd of the President the chair was t a k e n by Dr. W . J. Howarth. Letters and telegrams were received from members of the Council unable to attend, w a r m l y supp o r t i n g the proposal that the Society should make some d e m o n s t r a t i o n of s y m p a t h y for medical practitioners w o r k i n g u n d e r the N a t i o n a l Health I n s u r a n c e Acts in their efforts to secure adequate r e m u n e r a t i o n a n d satisfactory conditions of service. O n the proposal of Dr. G. F. Buchan, seconded by Dr. J. M. Clements, a n d supported by Drs. G a r s t a n g and F e n t o n , it was agreed u n a n i m o u s l y to i:orward the following s t a t e m e n t to the Minister of Health, the British Medical Association, the H o n . Secretaries of the Society's branches, and the Press : The Society of Medical Officers of Health have watched with keen interest the development of State medical work under the National Health Insurance Acts and have noted the benefits which insured persons have derived therefrom. The Society are convinced that further benefit will accrue, not only to the insured population but to the public health generally, by the extension of this service along preventive lines. With this in mind the Society have carefully considered the requirements of Panel Practitioners as to remuneration under the Insurance Nets, and are satisfied that these requirements are fair and reasonable, and that the existing remuneration is a minimum to ensure a satisfactory medical service. The Society are further of opinion that an inadequate or unsatisfactory medical service under the Insurance Acts will be detrimental to the public health. The Society regret that the Minister of Health has failed to agree with Panel Practitioners as to thei( remuneration, but hope that the Royal Commission suggested by the Minister may be duly appointed and afford a satisfactory means of settlement. Meanwhile the Society of Medical Officers of Health pledge themselves to do all in their power to support Medical Practitioners in their present claim under the Insurance Acts for adequate remuneration and satisfactory conditions of service and control. T h e Council then adjourned. ANNUAL GENERAL MEETING. The A n n u a l General M e e t i n g was held at the House of the Society, on F r i d a y , October 19th, 1923. At the c o m m e n c e m e n t of the proceedings the chair was t a k e n by the r e t i r i n g President, Dr. T. E u s t a c e Hill, a n d there was a large attendance. were received from Dr. A. K. Chatmers, Dr. A l g e r n o n W e a r , Dr. H. P. Newsholme, and Prof. E. W . Hope. Dr. Hill then caIted upon his successor, Dr. T h o m a s W i l l i a m Naylor Barlow, O . B . E . , to occupy the Presidential chair, and invested him with the b a d g e of office. Dr. Barlow, in a c k n o w l e d g i n g the honour conferred upon ltim, said that he was proud that his colleagues should have considered him worthy to follow the m a n y good men who had presided over the proceedings of that Society. His first privilege as P r e s i d e n t wouId be to move that the cordial t h a n k s of the Society be tendered to Dr. E u s t a c e Hill for the g r e a t services he had rendered d u r i n g his year of office as President. This proposal from the chair was passed with acclamation, a n d briefly acknowledged by Dr. Hill. Annual Reports.--The a n n u a l reports of the Council, the Hon. Editor, a n d the Hon. T r e a s u r e r (see Minutes of Council, Public Health, October and November, 1923) were duly received, and the President expressed the g r a t i t u d e of the Society to the Council a n d officials. Election of Auditor.--Mr. J. T. H a r r i s was u n a n i m o u s l y re-elected as Auditor of the Society for the Session 1923-24, and t h a n k e d for his past services.
