Examined here in this article are the Caribbean Islands and their decade of tourist success. The sudden tourism fall in 1972 due to :1 group of black terrorists gunning eight people to death is stated. The report explains what the islands are doing to again promote tourism.

The purpose of this paper is to bring to light the problems that managers are faced with: define management goals in a pluralistic, democratic setting, and find out how to bring about the degree of institutional change which recreation values and human-kind's future environments require. Recreation manager must learn to build into institutional systems the possibilities for a fuller expression of recreation values- particularly in urban environments.
