has welcomed this opportunity of cementing relations with Transatlantic colleagues. 16.--That the annual exchange of Officers and the re-election of the Council involves the retirement of Drs. T. W . Naylor Barlow, O.B.E., W . G. Willoughby, E. G. Annis, A. B. McMaster, A. F. Cameron, and Lieut.Colonel G. S. Parkinson. SIR,--Dr. tieffernan's most interesting letter in the M a y issue of PUBLIC HEALTH has been left without comment or answer. The reason for this is obvious: his letter is too true, but, as it affects the very foundations of the Society, the policy adopted of leaving it alone, in the hope that after the summer recess it will have passed into oblivion, must not be tolerated. The Society--Dr. Heffernan states --is not the spiritual home for the numerous departmental officers, who, after all, are the backbone of the service and whose subscriptions are the mainstay of the Society. Dr. Heffernan mentions the administrative officer and the expert departmental officers. The public health service has reached a stage of development when it is impossible for everyone, even of proved ability and diligence, to become medical officers of health ; quite a large number of juniors will remain juniors. The Society should be the first to recognise this as an undisputed fact. The most cursory examination of the composition of the Council of the Society shows that the members are not represented at all, as, under the Articles of Association, every group representative is counterbalanced by a medical officer of health. It appears that the Society would gain much if it would start to. put its house in order. Let every local committee be representative, let the Council be representative, of the majority of the members; let meetings be arranged to suit the convenience of the majority ; let facilities be given to the juniors to attend such meetings, and let a new spirit of friendliness enter and permeate the whole Society.
