Chinese Serial Publications on Librarianship: An Annotated List Sharon Chien Lin Libraries and archives in China have been in existence for thousands of years, yet library literature has been scarce in this long history. This is mainly because the early Chinese libraries were primarily collections available only to a small segment of the populace, and there had been no professional librarians except for the historiographers in charge of the royal palace imperial collections. Libraries as we know them did not appear in China until early in the twentieth century. Library literature then was scattered in various magazines and newspapers, and the first professional journal did not appear until 1915. Many more professional journals began to appear after the Library Association of China was established in 1925. The 1911 revolution did not convert China into a modern country; battles among the warlords prevented any meaningful progress for about 15 years. The nationalist government formally claimed control of the country in 1927, although part of the land remained to be occupied by foreign troops, notably Japanese. It was in the decade after 1927 that the government was able to make remarkable progress toward the construction of a modern nation, and, consequently, almost all the early journals started in this period. In 1937, the SinG-Japanese war broke Gut and lasted for eight years. Most of the journals stopped publication, many of which never appeared again. The ensuing peace was so brief that there was no time for making a post-war plan because the civil war soon started and resulted in the birth of the People's Republic of China in 1949. The new communist government mobilized the whole country at that time in order to build a strong industrial nation. Indeed, much progress resulted, including phenomenal growth in the number of libraries and library personnel training programs.

This did not lead to equally impressive growth in the number of library science periodicals, however, because the fundamental philosophy of library services and librarianship changed during this period. 1 The anti-rightist movement in 1957 hit hundreds of thousands of intellectuals and the great-leap-forward in the following year brought to China the three-year difficult period. A sudden decrease in journal publication directly reflects this effect. 2 The 1965 cultural revolution, the most disastrous period in Chinese history, saw academic publications, including library journals, come to a halt. The Chinese renaissance came in 1978, two years after the official ending of the cultural revolution. The emphasis of government policy since then has shifted from ideology to modernization, and China is now well on its way to becoming a thoroughly modern nation. In preparing this list, efforts were made to search for all the library journals that once existed from sources including the collections at the Chinese and Korean Section-Asian Division of the Library of Congress, the Asian Library of the University of Michigan, and the RLIN and OCLC databases. It is, however, still not possible to find complete information for all of the titles. Chinese library science journals are published by professional societies, library schools, individual libraries, and by commercial agencies. lished by these organizations at the provincial level and above. Publications from university and college libraries are not included, except for those published by library schools. Also excluded are periodic columns in newspapers such as the Tushu zhoukan [Library weekly] of Beiping shijie ribao[Peiping World Daily] during the 1930s, and non-professional journals and magazines that occasionally publish articles on library and information science. The entries, numbered to facilitate cross-referencing to related titles, are arranged in chronological sequence in order to show a clear picture of the ebbs and flows of the Chinese periodical publication in library science. Each entry includes the Chinese title, a romanized title, an original English title in parentheses when available (or a translated title in brackets), first and last volume/number (or year/ number), dates in parentheses, frequency, place of publication, and the publisher. A double-slash (//) indicates that the date and/or volume/number of the last issue is determined. Frequency and publisher are omitted when apparent in the title. Entries are annotated except for those titles that were not available for examination. Two romanization schemes are used in this paper: Titles issued in Mainland China, regardless of the date of publication, are romanized by the current official Pin-yin, while the Wade and Giles system is used for those titles published in Taiwan. To minimize the appearance of strings of romanized letters, publishers are given in English form. When a journal has changed its title, the latest form is used if the volume numbering continues the numbering of the former title. Zhejiang gongli tushuguan nianbao [Zhejiang Public Library Annals]. No. 1--11 (December 1915-7 September 1926). A. Hangzhou, Zhejiang. The earliest known serial publication in modern Chinese librarianship. Each issue includes an appendix which publishes articles concerning current issues and situations of libraries in China. Under different titles, with short periods of suspensions, this journal is still in publication.

Beiping tushuguan xiehui huikan (Bulletin of the Library Association of Peiping). No. 1-5 (August 1924-May 1933). Irreg. Beiping, etc. Organ of the association, it contains valuable articles, bibliographies, and library surveys.

Beiping, etc. Organ of the association, this is the only library journal that survived the Sino-Japanese war. Aside from reporting the news and activities of the association, it was devoted to the promotion and study of theory and practice of library work and library education, with special reference to the conditions in China. A valuable source for the study of modern Chinese libraries and librarianship under the Nationalist government. Ceased publication in 1949 when the government moved to Taiwan and the association became inoperative. A journal with the same English title came into being after the association was re-established in 1953 in Taiwan.

Tushuguanxue /ikan (Library Science Quarterly). Vol. 1, no. 1--vol. 11, no. 2 (March 1926--June 1937). //Beiping, Library Association of China. One of the two journals published by the association; text in English or Chinese, with added title and table of contents in English. Aims at the development of a library science adapted to the needs of China; introduces concepts pertinent to the establishment of modern libraries in China; discusses various problems in library work and in bibliography that concern Chinese libraries in particular. Occasional articles on printing, typography, book illustration, and textual criticism. Ceased publication at the outbreak of the Sino-Japanese war. Beiping Tushuguan guanwu baogao [Annual Report of the National Library of Peking]. lst--9th (1926/ 1927-1936/1937). Beiping. Published by the oldest and largest modern library in China, which is a Chinese counterpart of the Library of Congress. Until 1955, this was the only journal that had a separate section devoted to library science in the People's Republic of China. This section was continued by [Tushuguan gongzuo] (No.58)in 1955. Articles tend to introduce library practices of the Soviet Union. An important source of information on Chinese library philosophy and development at the beginning of the communist regime. They are grouped in ten subject categories with title index. Works relating to librarianship are entered under "General" as the first category.
