The Committee on Space Research, COSPAR, is honoured to have been invited as an observer to the fourth session of the United Nations High-level Committee on the Review of Technical Co-operation among Developing Countries being held here today. This is the first time that COSPAR has been represented in these sessions. COSPAR was established by the International Council of Scientific Unions in October 1958 to continue the co-operative programmes of rocket and satellite research successfully undertaken during the International Geophysical Year of 1957-58. The ICSU resolution creating COSPAR stated that the primary purpose of COSPAR was “to provide the world scientific community with the means whereby it may exploit the possibilities of satellites and space probes of all kinds for scientific purposes, and exchange the resulting data on a co-operative basis”. Hence, COSPAR is an interdisciplinary scientific organization concerned with the progress on an international scale of all kinds of fundamental research carried out with the use of rockets or rocket propelled vehicles. In 1975, the terms of reference of COSPAR were extended to in&de space research experiments using balloons. Since its establishment, COSPAR has held its Plenary Meetings and associated symposia etc. periodically, at present biennally. These scientific meetings, where scientists from over 40 countries participate, serve as a forum not only for exchanging information on results of scientific research obtained by space means and reviewing progress, but also for discussing matters of international cooperation and joint ventures. A number of events organized by COSPAR are of direct interest to developing countries. At present, the COSPAR Panel on Space Research in Developing Countries advises COSPAR on promotion and support of space research activities in developing countries. The Panel, in doing so, liaises with and seeks support from other international organizations, such as the United Nations and COSTED. At the 25th COSPAR Plenary Meeting in Graz, Austria, in 1984, two workshops were organized to discuss interests of developing countries. One was the workshop on “Promotion of Space Research in Developing Countries”, organized with the cosponsorship of the United Nations and COSTED. The other workshop was on “Satellite Remote Sensing of Interest to Developing Countries”, organized with the cosponsorship of the International Union of Geological Sciences, COSTED and the UN. The deliberations initiated at these workshops will be continued at the 26th COSPAR Plenary to be held in Toulouse, France, next year. COSPAR will continue its best efforts, permissible within its framework, 15

influence and resources, to promote space research in developing countries. As a first step, it was decided at the 25th COSPAR Plenary that, within its framework and influence, COSPAR will facilitate consultations for (i) developing educational curricula and teaching material, (ii) formulating plans for initiating suitable programmes in universities and research institutions, (iii) setting up organizational structures or research infrastructure relevant to space research in less developed countries, who seek COSPAR support. Over the years, COSPAR has had the honour of co-operating with the United Nations. COSPAR has observer status with the United Nations Committee on Peaceful Uses of Outer Space (COPUOS). In this capacity, COSPAR responds to requests from the United Nations to carry out, through international teams of experts, specific studies and reports on space research. Every year a report, “Progress in Space Research”, is submitted to the COPUOS Scientific and Technical Sub-Committee. COSPAR also disseminates scientific data through the organization of scientific meetings, some of which, as mentioned earlier, are cosponsored by, or organized in collaboration with, the United Nations. For many workshops and symposia COSPAR has received cosponsorship from UNESCO and WMO. In view of its activities on promotion of space research in developing countries and successful co-operation with the UN and its subsidiary organs, COSPAR is keenly interested in the deliberations of the UN High-level Committee for the Review of Technical Co-operation among Developing Countries. When information on the plan of action of this High-level Committee, where related to space research and related subjects, is made known to COSPAR, it would be in position to consider its possible role in furthering the UN plans. COSPAR would like to express its gratitude for being invited to the Fourth Session of this High-level Committee as an observer, and conveys best wishes for the most fruitful deliberations at the fourth session.
