1.23. EXTRACT OF COSPAR STATEMENT TO THE 24th SESSION OF THE SCIENTIFIC AND TECHNICAL SUB-COMMITTEE OF THE UN COPUOS

Axford, COSPAR President We appreciate very much the close links existing between the United Nations and COSPAR, which have for many years resulted in COSPAR providing information on the progress in scientific space research to this distinguished assembly. The latest in the series of such reports, covering the period 1985-86, is now before the delegates. COSPAR is also grateful to the opportunity provided by the United Nations to organize, together with the International Astronomical Federation, specialized symposia on the occasion of the Sub-Committee Meetings. This year’s symposium on ‘Space Communications for Development’ will be, I hope, of interest to the distinguished delegates. COSPAR would like to acknowledge with appreciation the input of the International Union of Radio Science (URSI), which is contributing two high quality presentations, one by Mr J. Voge, Past-President of URSI. During last year’s Sub-Committee Meeting, the special presentation was given by Dr S. I. Rasool on the proposed Geosphere-Biosphere Programme: ‘Global Change’. Since then, several important developments have taken place. Our parent organization, the International Council for Scientific Unions (ICSU), has pursued the idea of establishing such a programme. Four ICSU working groups were established, namely on: (1) Terrestrial Ecosystems, (2) Marine Ecosystems, (3) Geological Processes, and (4) Solar Emissions and Upper Atmosphere; a COSPAR ad-hoc Group on Remote Sensing for Global Change was also established. The reports of the above groups were presented at the ICSU General Assembly in Bern, Switzerland, in September 1986. The ICSU General Assembly resolved to establish an International Geosphere-Biosphere Programme: A Study of Global Change, to describe and understand the interactive physical, chemical and biological processes that regulate the total Earth system, the unique environment that it provides for life, the changes that are occurring in the system, and the manner in which they are influenced by human actions. At the same time, it authorized the establishment of a Special Committee for the Geosphere-Biosphere Programme (SCGB) to provide for the development and correlation of the scientific programme. At the end of 1986, ICSU established the composition of the Steering Committee for this new ICSU body. Because of its global dimensions, it may become in future years one of the most exciting activities with regard to the evaluation of the changes taking place on our spaceship Earth. Your Sub-Committee was previously informed about the plans for the 27

Plenary Meeting of COSPAR, which took place in Toulouse last June/July. One of the scientific workshops was on Remote Sensing of Interest to Developing Countries, and the United Nations co-sponsorship as well as support for a few of the participants was greatly appreciated. That COSPAR Meeting turned out to be a record one in the number of particip~ts -ahnost 1700 scientists from over 40 countries. COSPAR is proceeding with the preparation of its next Plenary Meeting and associated scientific activities, which is to take place in July 1988, at the invitation of the Delegation of the Finnish Academy of Science and Letters, at the Helsinki Technical University. The programme proposals exceed those for the 1986 Meeting. The final programme will be decided in March. It is COSPAR’s hope that the location for our 1988 Meeting will again result in wide-scale attendance, since Finland is easily accessible from all parts of the world. Among the programme proposals is one for a workshop to be organized by the COSPAR Panel on Space Research in Developing Countries on the subject ‘Research in Atmospheric Sciences in Less Developed Countries and the I~r~t~cture Needed’, We are looking forward to the United Nations sponsoring this event and facilitating the participation of some scientists from developing countries.

Le but de cette manifestation Ctait double: Btablir des liens privilegies avec 1’ASB quelques mois apres sa creation et faire connaitre l’ensemble de la communaud spatiale fransaise a nos partenaires australiens qui devraient dans les armies ri venir importer chaque an&e de l’odre de 1500 MF en biens et services spatiaux. La manifestation s’est d&o&e en deux jours cent& respectivement sur les ~l~o~u~catio~ et les services associes et la t&l& detection. En terme d’audience ce colloque a Bti un suc&s certain puisque 100 a 120 persomes ont CtCpresentes chaque jour representant 45 socieds australiennes ainsi que tous les mini&es federaux interesses par les activites spatiales. Par ailleurs, grace B la prise en charge par I’ACTIM d’un certain nombre ~~~tatio~, nous avons pu etendre le rayoMement de ce colloque a la Nouvelle-Zelande, aux iles Fidji et B la Papouasie Nouvelle-Guinee.
