At the beginning of last year very few, ip any, mineral planning officers would have predicted that they would be dealing with RJB Mining in respect of the former British Coal portfolio for England. It was hoped there would be a revision to the Government’s Mineral Planning Guidance note No. 3 on opencasting and that duly arrived in July.
