purposes of this statute that order so authenticated must be taken to be the act of the Board. As to the second point, the right to be heard is provided for by the parties being heard by way of written statement sent directly to the Board and by their attending before the inspector at the local enquiry, and according to the statute these two opportunities are considered sufficient. I quite understand that this form of procedure may be considered by many persons to be very undesirable, and that it would be far better that these appeals should be heard, as they were previously heard, before a judge, not only in a judicial re'tuner, but before an ordinary judicial tribunal. With that we have nothing to do. If I might make one observation, which I have no right to make, it is that it occurs to me that it would perhaps very much add to the confidence which people feel, if these reports which the inspectors make as the result of these inquiries and as part of the hearing, were not always treated as confidential documents.
