WATER & WASTEWATER SECURITY PROGRAMME BENEFITS WATER UTILITIES A training programme has been developed, aimed at helping water utilities protect themselves against terrorist attacks. The modular-format programme, which can incorporate enhanced security measures into facility design, operation and management, is based on three recently-released interim voluntary security guidance documents. Both the training programme and guidance documents were funded by a grant from the US Environmental Protection Agency. The training programme is said to provide managers, operations personnel, design professionals and regulatory officials involved in drinking water, wastewater and stormwater utilities with practical assistance for implementing improved security measures in new and existing facilities of all sizes. The three training programs and guidance documents were developed by the American Water Works Association, the Water Environment Federation and the American Society of Civil Engineers.

VEOLIA WATER WINS SERVICES CONTRACTS IN CHINA Veolia Water, the Water Division of Veolia Environnement, has been awarded two new management contracts worth 340 million for wastewater treatment plants in China. The first 280 million contract with the city of

Urumqi covers the modernization and 23-year operation of the city’s wastewater treatment plant, in partnership with Beijing Capital Group. The plant’s current capacity of 200 000 m3 per day will be raised to 400 000 m3 per day over the next three years. The second 62 million contract, which was awarded by the city of Handan, includes the construction of a new 100 000 m3 per day wastewater treatment plant and its operation for 25 years. These two new contracts fit with Veolia Water’s strategy of expanding its water production and wastewater treatment activities right across China. Veolia Water now operates in 14 of the 28 provinces of China.

SKANSKA TO BUILD SEWER OVERFLOW PLANT Skanska has won a US$47 million contract for the construction of a new combined sewer overflow treatment facility for the City of Atlanta in Georgia. The West Area Combined Sewer Overflow Treatment Plant is being built to improve treatment of sewage and storm water in west Atlanta. Skanska will carry out large-scale civil engineering work, including basins and landscaping work, as well as constructing the buildings to house the facility’s control and operations centres. The project also includes extensive installations of process equipment, piping and electrical and regulatory systems. Work begins this September and is scheduled to be completed by the end of 2007. The facility will have a capacity of 322 000 cubic metres per day and will be linked to the West Area Tunnel, a planned reservoir designed to handle high flows of storm water.

EU AID FOR NIGERIAN WATER SUPPLY A 33 million donation from the European Union (EU) will help to provide safe drinking water for 2.1 million people across 1400 rural communities in Nigeria. This is the largest ever grant from the EU to a single project assisted by the United Nations Children’s Fund (UNICEF). The project, which also supports hygiene education, improved sanitation and safe water supply in 120 schools, is part of a larger EUfunded water and sanitation programme in urban centres, small towns and rural areas in six Nigerian states. At present, only 60% of households in Nigeria have access to improved drinking water sources, while access to adequate sanitation facilities remains low.

BLACK & VEATCH HELPS DEVELOP NEW SKILLS IN INDONESIA Under a three-year contract, Black & Veatch has started working with the Asian Development Bank on the irrigation component of the Earthquake and Tsunami Emergency Support Project in Indonesia. Black & Veatch began restoration and rehabilitation work in late August across the Aceh province and in Nias Island, North Sumatra province. The company is working with provincial irrigation projects and provincial and district water resources services staff on implementing all of the project’s components.
